C. Landers, Mervyn Tucker, Larry Yoast, Benny Erwin, Eddie Branham, Garland Thornton, Elaine Schad, Jeanne DeVore, Esta Ashcraft and Travis Roberts 1. Mayor Armstrong called the meeting to order, gave the invocation and led the pledge to the flag. 2. Minutes approved as printed. 3. Disbursements: Motion was made by Councilman Thomas to approve disbursements for payment. Seconded by Councilman McNeill. Motion carried. 4. Appreciation Award for J. C. Landers City Council presented an A sard to J. C. Landers for eight (8) years of service as Fire Marshall. 5. Consider and Possible Action to At vard Bid for Repainting 200,000 Gallon and 100,000 Gallon Water Storage Tank City Manager stated that the lo u bidder was Kern Painting Co. Discussion. Motion was made by Councilman Thomas to award the bid to Kern Painting Co., the low bidder for $19,850. Seconded by Councilwoman Braxton. Motion carried. 6. Consider and Possible Action on Landfill Closure Plan Mr. Travis Roberts from Hunter and Associates presented the Closure Plan for the City Landfill in accordance with regulations required by Texas Department of Health. Discussion. Motion was made by Councilman Thomas to accept the Landfill Closure Plan for City of Sanger Landfill as presented by Hunt "r a Associates. Seconded by Councilman McNeill. M ion carr ed 7. {9.) Consider and Possible Action for Annual Spring"` E ean-U Week Motion was made by Councilman McNeill to designate March 16th to March 21st as Annual Spring Clean -Up Week. Seconded by Councilman Thomas. Motion carried. 8. (10.) Consider and Possible Action for Resolution #R3-91 Supporting Beautification Committee Governor's Recycling Grant Application Motion was made by Councilman Thomas and seconded by Councilwoman Braxton to adopt Resolution #R3-91 Supporting Sanger's Beautification Committee Governor's Recycling Grant Application. Motion carried. 9. { 12.) Consider and Possible Action on Proposed "Welcome to Sanger" Sign, I-35 Access N.B. & Loop 138 Mayor Armstx-ong advised the City Council that the Beautification Committee has recommended to the City Council to consider constructing a "Welcome to Sanger" sign and flower spot at the corner of northbound I-35, Access Road at Loop 138, using volunteers and City personnel not to exceed $400 in cost. Discussion. Motion was made by Councilman McNeill a:nd seconded by Councilman Thomas that if they are willing to work free, the City will allow them to do it. Motion carried. 10. (7.) Consider and Possible Action on City Collection of Tree Limbs Discussion. Item tabled for next City Council Meeting to allow the other two {2) Councilmembers an opportunity to give their input. Side 11. (8.) Consider and Possible Action to seek proposals on Street Crack -Seal System City Manager advised this is a budgeted item. Brief discussion. Motion was made by Councilman McNeill and seconded by Councilman Thomas to authorize staff to seek proposals on a street crack seal system up to five thousand dollars ($5,000). Motion carried. 12. (1 l.) Consider and Possible Action Regarding Ordinance #03-91 Regulating Recreational vehicles and Trailt�rs on Public Property Draft ordinance was discussed. Item tabled to allow staff to get more clarification on the draft ordinance. 13. Consider and Possible Action Regarding Naming of new Street to be Constructed from Freese Drive Extension to David Drive Item tabled to allow citizens an opportunity to participate in naming the street. 14. Consider and Possible Action on PUC Rate Case on Centel City Manager advised the City Council that City Attorney, Ron Neiman, had forwarded some material concerning the PUC Commission's current case against Centel's $4.9 million annual overcharges. Brief discussion. Consensus of City Council to take no action on this item. 15. Consider and Possible Action for Mayor to lasue Election Orders Mayor Armstrong issued Election Order for May 4, 1991 Election Side II, #374 16. Executive Session According to Article 5252-17, Vernon's Civil Statutes, (g), Personnel Matters Mayor Armstrong convened City Council into Executive Session at 8: 24 p.m. 17. Consider and Possible Action Regarding Executive Session Mayor Armstrong reconvened City Council from Executive Session at 8*36 p.m. Mayor Armstrong advised they had gone into executive session to discuss employment of the new Fire Inspector which will be replacing Mr. Landers. She stated they had three (3) applicants for this position: Jim Conley, Craig Waggoner, and Mike Tucker. Mayor Armstrong felt all three were highly qualified and that there were reasons that they chose the one they did. Motion was made by Councilman Thomas to hire Mr. Jim Conley as the new Fire Inspector. Seconded by Councilwoman Braxton. Motion carried. 18. City Administration Report: City Manager reported that: a. Sales Tax Receipts for calendar year 1991 have increased by 15.01% over the first two months of 1990, from $17,947 to $20y641a b. Chuck Tucker and Garry Rodgers have completed their service requirements (2 years). state schooling and have taken their state certification test to be Class C Water System Operators. Test results will be returned in six weeks. c. Chuck Tucker will be attending a Public Works short course at Texas A & M which offers training on street repairs and upcoming drainage law requirements. d. New Police Officer was hired. Jim McDaniel, who has eleven (11) years experience with the City of Lewisville. 19. Any Other Such Matters: a. Mayor Armstrong briefed City Council on the suit that Dan Morales filed against the Department of Commerce regarding the census. (A decision will be made approximately on July 15 by Mr. Robert Mosbacher, Secretary of Commerce Office.) The Fact Sheet Letter that was put together regarding the census count. This will allow the citizens to write: a short letter to Robert Mosbacher and state how they feel Sanger has been dealt with unfairly with the Census Count and stating reasons. b. Mayor Armstrong advised the Animal Control Officer has resigned. c. City Manager passed some photos to the Council on a solid waste transfer station that Decatur is using.
