Bourland, Royce L. Fain, Fred Yeatts, Tracy Fisher, Teresa Calvert, Garland Thornton, Rhonda Jackson, Francile Sullivan, Pat Fleissner, Helen Bounds, Ben and Ann Weatherall, Marsha Martin - Sanger Courier, Andy Garza, Randy Petterson, Elaine Schad -Denton Record -Chronicle, Dr. Charles Bittle, and Vickie Elieson 1. Mayor Armstrong called the meeting to order, gave the invocation and led the pledge to the flag. 2. Consider and Possible Action Regarding Ordinance Establishing Beautification Committee as an Official Board. Mayor Armstrong noted that the wording; be changed from Committee to Board. CITY OF BANGER, TEXAS ORDINANCE NO. 09.91 AN ORDINANCE AMENDING THE CODE jrJF ORDINANCES OF THE CITY OF BANGER, TEXAS fiO ADD SECT:[ON F TO CHAPTER 7, ENTITLED BEAUTIFICATION BOARD, PROVIDING FOR A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. Motion was made by Councilman Jenkins and seconded by Councilman Thomas to adopt Ordinance #a9-91. Motion carried. 3. Consider and Possible Action Regarding .Appointments to Beautification Committee as an Official Beard. Motion was made by Councilman Thomas to approve the following appointments to the Beautification Board: Place 1 Esta Ashcroft Place 2 Tweedi Jones Place 3 Dorothy Clark Place 4 Patricia Fleissner Place 5 Cindy Richardson Place E Teresa Calvert Place 7 Linda Hewlett Seconded by Councilman Berndt. Motion carried. 4. Swearing in of New Board and Commission Members. Mayor Armstrong proceeded in swearing in appointed Board and Commission Members of the Library Board, Utility Board, Parks Board and Planning and caning Board 5. Recognition of Outgoing Board Members Mayor Armstrong recognized two City Board Commission Members for serving three consecutive terms - Tommy Kincaid - P & Z Commission and Francile Sullivan - Utility Board, 6. Consent Agenda: a). Approve Minutes of 7J 1j91 b}. Disbursements c}. Proclamation #P7-91 - In Support Of Disabilities Act of 1990 cl). Confirmation of Sullivan Senior Center Officers Councilman Jenkins made the motion to approve the Consent Agenda. Seconded by Councilman Berndt. Motion carried. 7. Citizen's Input -None 204 Hillcrest Mr. Brown was not present to state his request 9. Conduct First Public Hearing on Annexation Request for Abstract #29, Sheet 4, Reuben ebee, Consisting of 23.6 Acres (Sanger Cemetery) Mayor Armstrong opened the First Public Hearing to the public. No one spoke for or against and Mayor Armstrong proceeded closing the Public Hearing. Mayor Armstrong did inform City Council that the Service Plan was included in the annexation packet. la. Consider and Passible Action Regarding Authorization for Water Line Bid -East of I-35 Access Road from F 455 to Pecan Motion was made by Councilman Kincaid to authorize the bid for release of the water line bids for advertisement. Seconded by Councilman Jenkins. Motion carried. 11. Discussion -Freese Drive Extension Project Discussion followed concerning the fences an David Drive being on the Utility Easements. Council instructed the staff to proceed to move the fences back to the east line of the Utility Easement making sure each property has access to the Utility Easements. Staff was also instructed to meet on m individual basis with the property owners to see if this solution will work regarding their fences. Staff to report back to see if this solution is favorable among property owners. 12. Consider and Possible Action Regarding Interlocal Agreement with Denton County -Street Reconstruction Project Motion was made by Councilman Kincaid to approve proposed Interlocal Agreement with Denton County regarding Sixth Street, Marshall Street, Walnut Street and Oak Street. Seconded by Councilman Berndt. Motion carried. 13. Consider and Possible Action Regarding Personnel Policies Discussion. Councilman Jenkins made the motion to give official approval on the Personnel Policies and instructed staff to bring ordinance to the next City Council Meeting for approval. Seconded by Councilman Kincaid. Motion carried. 14. City Administration Report: City Manager reported on the following: a}. The work repairing the unnamed street is 2j3 completed on 10th to Care Inn. The property owner of the lot just north of Care Inn, a resident of Ardmore, Oklahoma, has been contacted to see if he will donate a 40' street ROW along south boundary line in order to extend street to connect with the east side of Int.-35. b). Wood Street, by the football field, i:s next scheduled major street repair, c}. City Manager advised City Council to please let him know if they were going to attend the TML Region VIII Dinner which will be held at U.N.T. to Silver Eagle, Friday, August 2nd. d). City Manager advised that the Sale. Tax received today was $10,339.74 compared to last year's $6,534.58. This calendar year, we have collected $25,318.15. Lake Ray Roberts has definitely impacted our sales tax. 15. Any Other Such Matters: a). Councilman Kincaid stated that the: Senior Sullivan Center needs a wheel chair ramp. City Manager advised that we are hoping to do the wheel chair ramp before the end of the budget year; however, the doors aren't wide enough and one door was budgeted to be also installed this year, b). Councilman Jenkins asked Chief Erwin if all the truck routes were properly identified. Chief Erwin did state that most of the routes are identified except Houston Street to Kathryn tcâ–º Austin and Frorn Austin to Int. 35. City Manager advised Councilman Jenkins if he would give us a list, we would take care of it. c), Mayor Armstrong advised she had a, call last Friday from Brad Denton from Centel. He wanted to reassure her they have not forgotten the EAS and had the petition almost completed. d}. Mayor Armstrong also stated she had received another complaint Apparently when the trash is being picked up, they piled the trash on one area so that the garbage truck won't have to make so many stops. The problem it is causing is that by the time the garbage truck does come by, the dogs get into the garbage,ef t, Secretary Mayor
