08/19/1991-CC-Minutes-RegularCity Council Meeting August 19, 1991 Mayor Mayor Nel Armstrong, Councilwoman Margie Braxton, Councilman John Berndt, Councilman Jerry Jenkins, Councilman Tommy Kincaid and Councilman Wendell Thomas (came in after Item 411 was discussed) City Manager John Hamilton, City Secretary Rosalie Garcia, Garland Thornton, Kim Clarke, Ben &Ann Weatherall, Bob Tarron, Bob Dunlap, Craig Waggoner, Public Works Supt, Chuck Tucker, Electric Supt. Larry Yoast, and Police Chief Benny Erwin 1. Mayor Armstrong called the meeting to order. City Manager gave the invocation which was followed by the pledge to the flag. 2. Consent Agenda: a). Approve Minutes of July 15, 1991 and Budget Workshop b). Disbursements Councilman Jenkins made a motion to approve Consent Agenda. Seconded by Councilxrxan Berndt. Motion carried. 3. Citizen's Input: Garland Thornton and Kim Clarke both representing Chamber of Commerce, addressed City Council concerning the upcoming Sanger Sellebration and the need to block off certain streets for the cook -off. The streets they were wanting was 3rd Street from Cherry to Bolivar, 3rd Street from Bolivar to Cherry, Bolivar from 3rd to 4th if necessary and 2nd to 3rd to Bolivar. They were wanting to block off the streets beginning Friday night to midnight Saturday. Short discussion. Council gave consensus to allow them to block off these streets for the sellebrati on. Ben Weatherall - 1(18 �Ualnut -addressed City Council concerning a weed problem at a house located on the southeast comer of Wood and Walnut. Mr. Weatherall was advised by the Chief of Police that another weed letter was sent to the owner of the property. Mr. �Teatherall was advised by the City Manager that due to the structure of the ordinance, the City has to comply with certain limitations on time given. Council suggested Mr. Weatherall and his neighbors write the owner a letter expressing their concern with this problem. 4. Consider and Possible Action on Bids for Sanitary Sewer System Improvements Mayor Armstrong advised all bids came in higher than anticipated. However, staffs recommendation was to reject all bids and wait until new budget year and if the new budget year approves the Willowood Sewer Project to include this bid with that project as an alternate to see if they can get in a better bid. Motion was made by Councilman Kincaid to reject all bids. Seconded by Councilman Berndt. Motion carried. City Manager advised bids Came in higher than anticipated with none being within the bid amount budgeted. Bid Tabulation �Tater System Improvements - I-35 Service Road August 5, 1991 - 2*00 P.M. Discussion. Councilman Jenkins made the motion to table this item until our next City Council Meeting, pending staff renegotiations with ARA on their share %J the funding for this project. Seconded by Councilman Kincaid. Motion Carried. DISCUSSlon. Motion was made by Councilman Berndt that staff be directed to proceeA with a contract with Southwest Paper Stock Co. for City Council approval on the next City Council Agenda. Request from Southwest Paper Stock Regarding Landfill Bob Dunlap, President of Southwest Paper Stock addressed City Council regarding the possible purchase of the landfill to be used as a site for receiving and disposing recycled material. Basically it would be a 35,000 to 50,000 sq. ft. facility, where they would have different processing machines and employment would be in the area of 50 to 75 employees. Discussion. Consensus of Council to table this item tc� allow staff time to do some further investigation and to allow Mr. Dunlap some time to proceed with some plans on what he intends to do. 8. Consider and Possible Action Regarding .Appointment to North Texas Library System Motion was made by Councilman Berndt to reappoint Nancy Smith as the lay representative to North Texas Library System and Helen Bounds as alternate. Seconded by Councilwoman Braxton. Motion carried. �. Consider and Possible Action Regarding Appointment to Denco 9-1-1 Board - Resolution #R9-91 Motion was made by Councilman Berndt to pass Resolution #R9-91, a resolution appointing one member to the Board of Managers of the Denco Area 9-1-1 District and that member would be Olive Stephens. Seconded by Councilman Kincaid Motion carried. 14. Consider and Possible Action Regarding Proposed water Nell Project Consensus of City Council for staff to proceed with the proposed water well project. 11. Consider Naming of Street behind Care Inn Motion was made by Councilman Jenkins to name the street behind Care Inn, Maple Street Seconded by Councilman Kincaid. Motion carried with two no votes and with Mayor voting for to break the tie. 12. City Administration Report City Manager reported on the following: a}. Sales tax for August was down 1.99,'o the same period last year; however, sales tax for everyone in the County was, dawn, b}. The letter from Congressman Dick .Armey about the Marina stated that the Army Corps of Engineers have said they can arrive at a lease and hopefully work can begin on the Marina as early as November. c}, The ordinance for Personnel Policiems will be presented for consideration at the first meeting i.n September. Hopefully the City Attorney will have it revievTed by then. d}. The City Manager advised that the first meeting in September falls on Labor Day, September 2nd. Council concurred to schedule the First City Council meeting for September 3rd e}. Swimming Pool Grant - The Legistature has adopted a budget and the grants and aid section for our Municipal Swimming Pool will now be heard in November. 13. { 15.) Any Other Such Matters: a). Mayor advised that there was some roof damage at the Sullivan Senior Center during the rain. The city will be getting some insurance money and there will be enough money left to do a wheel chair ramp and install a door. Discussion. b). Councilman John Berndt asked if after all the streets, are we going with the schedule with the fire hydrants? Staff replied that they were. c). Councilwoman Braxton advised that the building by the old Bargain Depot is falling in. Staff advised we will write the owner a letter. d). Councilman Jenkins asked that on the annexation of the Sanger Cemetery, if the City will be responsible for mowing. Executative Session According to Article 5252-17 iiernon's Civil Statutes (f) Negotiations for Acquisition of Real Property Mayor Armstrong convened the City Council into executive session at S: 31 p. m. Mayor Armstrong reconvened the City Council from executive session at 8:35 p.m. 15. { 14). Consider and Possible Action Regarding Executative Session Motion was made by Councilman Jenkins to proceed with the acquisition of the right -of --way and the engineering to complete Acker Street Seconded by Councilman Thomas.
