1. Mayor Armstrong called the meeting to order. City Manager Hamilton
gave the invocation. Mayor Armstrong led the pledge to the flag.
2. Consent Agenda:
a}. Approve Minutes
b}. Disbursements
Motion was made by Councilman Kincaid. and seconded by Councilman
Jenkins to approve the consent agenda as presented. Motion carried.
3. Citizen's Input: None
4. Consider and Possible Action Regarding Bids For Police Car
Bid Proposals received far the police ca:r, 12/2/91, 2:30 p.m.:
a}. Hilz-Snider, Sanger, TX $13,914.00
b}. Bill Utter Ford, Denton, TX $12,475.75 (Police Package)
c}. Knapp Chevrolet, Houston, TX $ I3,34a.QC! (Police Package)
Discussion.
Motion was made by Councilman Jenkins and seconded by Councilman
Berndt to accept Bill Utter Ford's low bid of $12,475.75. Matian
carried.
5. Consider and Passible Action Regarding Request By Frontier Waste
Management far Rate Request
Discussion.
Motion was made by Councilman Berndt and seconded by
Councilwoman Braxton to increase Frant:ier Waste Management's rate
by 37b across the board effective at the next billing. Motion carried.
(Billing will be decided at the next City Council Meeting as to how to
bill this increase.)
1 (S). City Administration Report:
City Manager Hamilton reported an the following items:
a}. The work on Railroad Avenue is aLmast complete.
b}. Still no final work on the. marina lease at this writing.
The lease is now in the Corps of Engineers Office to wait far
approval.

c}. Christmas Tree Program at the downtown park at touu p.m.,
Thursday, December 5th.
d}. Board of Adjustment meeting at 6:30 p.m., Thursday,
December 5th.
e}, Hunter Associates is working to have a bid document on the
new rater Well Project for your review on December 16th.
f}. The annual audit has been scheduled far December 1fith;
however, it may have to be rescheduled for the 1st meeting in
January.
7. {�}. Any Other Such Matters;
a}. Councilwoman Braxton mentioned that several citizens have
contacted her regarding problems livith the Cable Company.
b}. Councilwoman Braxton inquired about speed bumps being placed
on Freese Dr.
City Manager stated speed bumps cannot be placed on public
roads.
c}. Mayor Armstrong mentioned it has. been requested for the
police to lock and unlock the cemetery at night.
Discussion.
City Council instructed Chief Erwir.� to further discuss this
matter with the President of the Ctery Association.
Negotiate and to let the City Council know on December 16th
the status of this situation.
Executive Session According to Article 5251-17, Vernon's Civil
Statutes, {f}, Negotiations for Acquisition of Real Property
Mayor Armstrong convened the City Council into executive session at
8:29 p.m.
9. {7}. Consider and Possible Action Regarding Executive Session
Mayor Armstrong reconvened the City Council from executive session
at 8:43 p.m
City Council discussed acquisition of utility easements. No action
taken.
