City Council Meeting December 16, 1991 Mayor Nel Armstrong, Councilman Tommy Kincaid, Councilman Jerry Jenkins, Councilman Wendell Thomas, Councilwoman Margie Braxton, and Councilman John Berndt City Manager John Hamilton, City Secretary Rosalie Garcia, Electric Superintendent Larry Yoast, Chief of Police Benny Erwin, Garland Thornton, Sanger Courier -Betty Johnson, David K. Lewis-G.S.A.-Dallas, &Kirk Franklin-G.S.A.-Dallas 1. Mayor Armstrong called the meeting to order, gave the invocation, and led the pledge to flag. �. Consent Agenda: a}. Approve Minutes b}. Disbursements c). Payment on I-35 water Line Project Motion was made by Councilman Jenkins and seconded by Councilman Thomas to approve Consent Agenda with correction to water Line Project (c) total $19,189.55 to $19,303.36) to Dill Backhoe Service. Motion carried. 3. Citizen's Input -None 4. Consider and Possible Action Regarding 1:he Library Site Mayor Armstrong stated that the property that was donated by the Catholic Diocese of Ft. worth does not have a deed to the property. City Attorney has advised that the City, in order to secure title to the lot, the City must do a adverse possession lawsuit which will cost some money. Discussion. Garland Thornton, member of the Library Board, also spoke on behalf of the Library Board, in favor of this property for a possible library site. 5. Consider and Possible Action Regarding Land Donation Motion was made by Councilman Jenkin;5 to proceed with accepting lot according to how our City Attorney Ron Neiman advises, either using adverse possession lawsuit or quit claim deed, and to also contact Catholic Diocese regarding the fact that the lot could be sold or swapped in the future. Motion carried. 6. Consider and Possible Action Regarding :E`rontrer waste Management's Rate Increase Motion was made by Councilman Kincaid to accept staffs recommendation that the 3% residential increase be absorbed by the City and any adjustments would be adjusted in budget year 92-93 and that the 3% increase be passed on to all commercial customers. Seconded by Councilman Jenkins. Motion carried. 7. Consider and Possible Action Regarding Bids on Recodification of Code Books Mayor Armstrong read the bids. Company Amt Bid for Pro�.ect SMC, Inc. City Administration Report City Manager reported on the following items: a}. City Hall will be closed Dec. 24th d 25th. b). The lease agreement between Corps of Engineers and the Texas Parks and+t7ildlife Department is nearing finalization. The Corps agreed to the twenty year lease term and has forwarded the agreement and to Texas Parks and Wildlife Department for approval. c). On January 26, 1992, all municipality governments become subject to the new accommodation of the disabled American Disability Act Our crews are working to demonstrate our good faith effort to accommodate all our citizens with free access to all our public facilities. Chuck Tucker has done some work; on the park ramp for the disabled. City Manager also stated that ramps will be made for the two doors at City Hall and also at the main entrance at Police Station and remodel all restroom facilities at all public buildings and sidewalk work across the way and access ramp at Community Center. d). Beautification Board has set Spring Cleanup Cleanup for April 4, 1992. Mayor Armstrong wanted to know i f the company that has the City contract picking up the recyclables, if they are picking up as they are supposed to be regarding the recyclable items. City Manager advised that they are picking up as noted in contract. e}. City Manager stated that the City ended the year with a 26.5°fo increase in sales tax. 9.
