1. Mayor Armstrong called the meeting to order, gave the invocation
which was followed by the pledge to the flag.

Councilman Jenkins made the motion to approve Consent Agenda
Seconded by Councilman Bemdt. Motion carried.
4. Citizen's Input - None
5. Consider and Possible Action Regarding Sellebration/Cooko f -
Chamber of Commerce - Garland Thornton
Garland Thornton and Kim Clarke went over the request for street
closing for the Sanger Sellebration and Bar-B-Q Cookoff.
They also addressed some alternatives in trying to control some of the
problems they had last year.
Motion was made by Councilman Jenkins to go along with request for
the Sanger Chamber of Commerce regarding Sellebration, Cookoff, and
closing of streets as outlined as presented to Council. Seconded by
Councilman Madden. Motion carried.
6. Consider and Possible Action Regarding PACA Council Using
Community Center
Councilman Berndt made the motion to honor the request from Public
AwarenessjCommunity Action to use the community center for their
monthly meetings. Seconded by Councilwoman Braxton. Motion
carried.
?. Consider and Possible Action Regarding Tax Exemption -Edith Ballard
Discussion.
Councilman Jenkins made the motion to deny the request from
Mrs. Ballard and for staff to write a letter explaining to her why this
decision was made. Staff was also instructed to inform her that this
was not an arbitrary thing, however, this would affect our tax revenues
and if the City granted her request, it would also have to be
considered for everyone else. Seconded by Councilman Madden.
Motion carried.
Motion was made by Councilman Kincaid to reappoint Municipal Judge
Danny Spindle for another term of two �2} years. Seconded by
Councilman Berndt. Motion carried.
Discussion. City Manager reported that Gary Lynch will give the City
24 hour availability.
Motion was made by Councilman Kincaid to accept gasoline supply
low bid from Lynch Food Mart at cost plus 7� per gallon on all gasoline
for one year. Seconded by Councilman Jenkins. Motion carried.
Consider and Possible Action Regarding Ordinance #04-98 - Electric
Utilities Meters
Councilman Jenkins made the motion to adopt Ordinance #44-92.

ORDINANCE NO. #044-92
AN ORDINANCE OF THE CITY OF BANGER, TEXAS, THAT AMENDS
CHAPTER 11 OF THE CITY OF SANGER CODE OF ORDINANCES
SPECIFICALLY BY CREATING ARTICLE 11.154a WHICH ADOPTS NEW
REGULATIONS REGARDING LOCATION OF ELECTRIC UTILITIES
METERS; PROVIDING FOR THE REPEAL OF CONFLICTING
ORDINANCES; ESTABLISHING A GENERAL PENALTY FOR
VIOLATIONS; PROVIDING FOR SEVERABILITY OF THIS ORDINANCE;
AND PROVIDING FOR AN EFFECTIVE DATE.
Seconded by Councilman Madden. Motion carried
11. City Administration Report
a}. City Administrator reported that he has received no news from
Texas Parks and Wildlife regarding the marina.
b}. City Administrator advised Council of TML's Annual Conference
is October 7-10 in Houston for those wishing to attend
12. Any Other Such Matters
a}. Councilwoman Braxton advised staff that she would like the
department heads to centime to attend City Council meetings.
b}. Councilwoman Braxton also requested that any time that the
City hires a new employee that she would like that person to
attend City Council meeting to introduce herself/himself.
