1. Mayor Armstrong called the meeting to carder, gave the invocation,
which was f ilowed by the pledge to the flag.

Councilman Kincaid made the motion to approve the Consent Agenda.
Seconded by Councilman Berndt. Motion carried.
3. Citizen's Input
Chief Erwin introduced his four new police reserves to the City
Council:
Robert Hirschi, William Keith, Michael Martin ,and Cynthia Waller
4. Conduct Public Hearing Regarding 92-93 Budget
Mayor Armstrong declared Public Hearir. g open.
No one spoke for or against 92-93 Budget.
Public Hearing was closed.
5. Consider and Possible Action Regarding Authorizing Bids for
Automated Meter Reading System
City Administrator stated this was a budgeted item to purchase three
hand-held automated meter reading units, software and integrated
into computer billing system.

Motion was made by Councilman Berndt to instruct staff to authorize
bid for automated meter reading system. Seconded by Councilwoman
Braxton. Motion carried.
6. Consider and Possible Action Regarding Authorizing Bids for Skid
Steer Loader
Public '�Torks Superintendent Chuck Tucker gave a brief summary on
what the equipment can be used for.
Discussion.
Motion was made by Councilman Berndt to authorize bids for skid
steer loader. Seconded by Councilman Madden. Motion carried.
Consider and Possible Action Regarding Request for Use of
Community Center -Brown Troop #312
Mayor Armstrong advised Brownie Troop #312 is requesting to use
Community Center the 2nd and 4th Mondays from 7-8 p.m. for their
meetings.
Tamara Brown approached City Council regarding use of the
Community Center and she really needs to use the Community Center
on the 2nd and 4th Mondays and the 1st and 3rd Tuesdays since she
has two troops.
Mayor Armstrong stated that her letter only requested 2nd and 4th
Mondays and they cannot grant her the 2nd request at this time since
her letter only asked for 2nd and 4th Mondays.
She was advised that the Community Center had to be left clean when
she left.
City Administrator did advise there would be a $1.Q0 yearly fee for the
use of the Community Center and that a copy of rules and regulations
would be sent.
Mayor Armstrong did advise her to send another letter for her request
to use the Center on the 1st and 3rd Tuesdays.
Motion was made by Councilman Madden to allow Brownie Troop
#312 to use the Community Center, the 2nd and 4th Mondays for the
coming year. Seconded by Councilman Berndt. Motion carried.
Consensus of City Council for Brownie Troop #312 to use Community
Center Tuesday the 15th.
S. { 12}. Any Other Such Matters
a. Councilman Kincaid had some questions regarding the letter
that was sent to property owners regarding the P & Z request
for Darwin Sargent.
Staff clarified that a map was to be included with information
that was mailed. The letter was not clear; however, today
another letter was sent being more specific with details and a

(1 1}. City Administrator's Report
a. City Administrator reported that th:e Board of Adjustment met
on Thursday, 9-3-92, and approved a variance to reconstruct a
single-family residence that was destroyed by fire at 1107 Elm
Street. They also tabled a request for back yard setback in the
Snider Addition by Johnny Looper.
b. Parks and Wildlife still has no final word awarding the Marina
Construction Contract.
c. Staff is waiting return call from Architectural Barriers section of
the Texas Department of Licensing and Regulation regarding the
approval of Licensing and Regulation regarding the approval of
the Swimming Pool design. Once design is approved, the City
will be asked to authorize bid advertisements.

Mayor Armstrong reconvened City Council from executive

8}. Consider and Possible Action Regarding Executive Session
Fursuant to V.A.T.S. Article �252-17 (g} Personnel -Fire
Marshall
Councilman Kincaid made the motion to reappoint Jim Conley as
Fire Marshall for the next two (2} years and that City Council
gives him their full support. Seconded by Councilwoman
Braxton. Motion carried.
9}. Consider and Possible Action Regarding Appointment of
Fire Marshall
Action taken on Item #8.
