1. Mayor Nel Armstrong called the meeting to order. Councilman
Russell Madden gave the invocation. Mayor Armstrong led the pledge
to the flag.

Councilman Madden made the motion to approve the Consent Agenda.
Seconded by Councilman Berndt Motion carried.

4. Conduct Public Hearing on Proposed Budget for FY'92/93
Mayor Armstrong declared the public hearing open,
No one spoke for or against the 92193 Proposed Budget.
Mayor Armstrong declared the public hearing closed.
5. Consider and Possible Action on Ordinance #06-92 Establishing Ad
Valorem Tax Rate for Fiscal Year 1992-93
Councilman Jenkins made the motion to adopt Ordinance #0y-92
Establishing Ad Valorem Tax Rate of .4833 per $ldd valuation for the
fiscal year 1992-93. Seconded by Councilman Berndt.

Motion made by Councilman Berndt to Adopt Ordinance #07-92 for
Electric Rates for Fiscal Year 1992-93. Seconded by Councilman
Madden.

7. Consider and Possible Action on Adoption of Ordinance #95-92 for the
Operating Budget for Fiscal Year 1992-93
Motion made by Councilman Jenkins to adopt Ordinance #�35-92 for
the Operating Budget for Fiscal Year 1992-93. Seconded by
Councilman Madden.

TEXAS, AUTHORIZING THE SUBMISSION OF A TEXAS COMMUNITY
DEVELOPMENT PROGRAM APPLICATION TO THE TEXAS
DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR THE
COMMUNITY DEVELOPMENT FUND; AND AUTHORIZING THE
MAYOR TO ACT AS THE CITY'S EXECUTIVE OFFICER AND
AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO
THE CITY'S PARTICIPATION IN THE COMMUNITY DEVELOPMENT
PROGRAM.

Brief discussion. City Administrator mentioned the $1185.85 Annual
Service Charge from Ineode was $285.85 for maintenance and
$90Q.QQ for annual supplements on software update, normally on the
third year from date of purchase.
Motion was made by Councilman Madden to accept bid from Incode,
the low bidder of $10,500 for the Automated Meter Reading System
with the option of $285.85 for a one year annual service charge.
Seconded by Councilman Jenkins. Motion carried.
13. Consider and Possible Action Regarding Bids for Skid Steer Loader

Motion was made by Councilman Berndt to accept low bid by G & G
Tractor in the amount of $6,689.00 for the Skid Steer Loader.
Seconded by Councilman Jenkins. Motion carried.
14. Consider and Possible Action Regarding Request for Use of Community
Center -Brownie Troop #536
Motion was made by Councilman Madden and seconded by Councilman
Berndt to grant the Brownie Troop #536 the use of the Community
Center on the first and third Tuesdays of every month from
6:30 p.m.-7:30 p.m. as requested. Motion carried.
15. City Administration Report
City Administrator reported on the following items:
a). The City's Sales Tax Collections for Fiscal Year 91/92 totals
$116,361.14 compared to FY'90/91°s, $93,490.47,
b). Hunter Engineering did the final inspections on the
Ward/Willowood Sewer Line, Cowling Road Sewer Line, and
Acker, Pecan, Elm Street Improvements. They have not
finalized out on Keaton Road Project and the water line east of
town which is on -going. The Ward/Willowood Line is in
operation and flowing, the Cowling Road Line is available for
sewer taps. As of this time, two will be requesting for sewer
taps.
c). Enviroquest, a division of Hunter Associates, will be removing
Ono gasoline storage tank at the Cherry Street yard the week of
9/21-25/92. The gasoline supply at Snag Shop is up and
running with no reported major problems.
d). Hunter Associates filed the City's Wastewater Discharge Permit
Renewal Application on 9111192.
e). Texas Parks and Wildlife has given us no answer regarding the
status of the Marina.

Mayor Armstrong stated the traffic count is being done for
Economic Development. Anyone interested in putting a business
in Sanger would know how many czars go through Sanger.
City Administrator mentioned it will also assist with priortizing
street improvements.
c}. Councilman Madden inquired about the Marina status.
It was noted that staff would probably need to go to Austin and
check on the marina status. Nel stated she would check with
