03/18/1991-CC-Minutes-RegularMINUTES: City Council Meeting March 18, 1991 MEMBERS PRESENT: Mayor Nel Armstrong, Councilman Jerry Jenkins, Councilman Carroll McNeill, Councilman Danny McDaniel, Councilman Wendell Thomas, and Councilwoman Margie Braxton OTHERS PRESENT: City Manager John Hamilton, Adm. Asst Etta Stogsdill, Benny Johnson - Frontier Waste Management, Vickie Perez - Sanger Courier, Elaine Schad - Denton Record Chronicle, Elect. Supt. Larry `.'oast, Public Works Supt Chuck Tucker, Garland Thornton, Ann & Ben Weatherall, Bill McClellan, Curt Fleisner & Pat Fleisner 1. Mayor Armstrong called the meeting to order, gave the invocation, and led the pledge to the flag. 2. Minutes of March 4, 1991 were approved as printed. 3. Disbursements: Motion was made by Councilman Jenkins and seconded by Councilman Thomas to approve disbursements. Motion carried. 4. Citizen's Input - None 5. Proclamation and Presentation Honoring our Armed Forces In Operation Desert Storm - Chamber of Commerce Mayor Armstrong noted that the person the proclamation was to be presented to could not be present at the meeting. Proclamation was read which proclaimed the month of March to honor all service personnel and noted presentation with the Chamber of Commerce present to be made possibly at a later date. 6. Consider and Possible Action Action on Solid Waste Transfer Station Councilman Jenkins made the motion to accept F.W.M.'s Proposal Plan B with the City picking up the $50.00 per month residential with the balance billed to the customer. ;Seconded by Councilman McNeill. Motion carried. 7. Consider and Possible Action Regarding City Collection of Tree Limbs Discussion. Consensus of City Council for staff to present a draft ordinance regarding collection of tree limbs. Item tabled. 8. Consider and Possible Action on Solid Waste Rates Discussion. Councilman McNeill made the motion to refund 37 a month to the residential customer beginning with the next billing. Seconded by Councilman Jenkins. Motion carried. 9. Consider and Possible Action Regarding Bids on Crack Seal System Councilman Thomas made the motion to purchase the KERA 35 at $4,550. Seconded by Councilman McNeill. Motion carried. 10. Consider and Possible Action Regarding Bids for a Used Back -Hoe Amount Budgeted $7,500; no bids were received. Discussion. kD City Manager Hamilton noted to top it at: $10,500. Councilman Jenkins made the motion to allow staff to proceed search for a Back -Hoe at a Public Auction. Seconded by Councilman Thomas. Motion carried. 11. Consider and Possible Action for Appointment of Presiding` Judge and Alternate Judge for May 4, 1991 Election. Councilman Thomas made the motion to appoint Billye Hollingsworth as Presiding Election Judge and Wynema Schertz as Alternate Judge. Seconded by Councilwoman Braxton. Discussion. It was noted that if a family member of the Election Judge runs for the City Council, the Alternate Judge assumes the duties of the presiding Election Judge with one clerk - - Election Judge, Alternate Judge and one clerk. Motion carried. 12. City Administration Report City Manager Hamilton reported on the following items: a). The new Worker's Comp. law that became effective this year requires employers with more than fifteen (15) employees to establish a formal drug policy for employees. A comprehensive ordinance and testing plan will be presented for your consideration at the next Council meeting. b). City Manager noted that with weather permitting, Hunter Associates, had advised that Calvert would begin the Freese Drive Project at a certain date. Calvert has already began the project c). City Manager stated that the Contractor for the Water Tank Project was to be on site the first part of next week. d). City Manager mentioned that one of our Electric Meter Readers had been bitten by a dog and City is awaiting the dog's test results. 13. Any Other Such Matters: a). Councilman Jenkins stated the Fire Code Committee had a meeting the following night after the City Council Meeting. They had agreed to adopt the latest version of the Uniform Fire Code. The Committee would like to have the adoption of the latest Uniform Fire Code for the 18th of April. b). Councilman Jenkins mentioned the committee had clarified Jim Conley's title since he has been appointed the City of Sanger's Fire Inspector. With the present Fire Inspector, the Fire Code gives the Fire Inspector authority regarding fire inspections. The City of Sanger Fire Code Committee has made the decision to use a form which the City of Denton now uses that has various types of inspections which will be inspected here in Sanger. They discussed inspections and when to be made, normally two times a year is sufficient C. O.'s were also discussed. c). Councilman McNeill acknowledged the quality of patchings on several streets that has done recently. d). Councilman McNeill discussed water and sewer gallons pumped and amount billed. Discussion. 14.
