1. Mayor Armstrong called the meeting to order. Councilman Kincaid
gave the invocation which was followed by the pledge to the flag.
2. CONSENT AGENDA:
a. Approve Minutes
b. Disbursements
Motion was made by Councilman Kincaid and seconded by Councilman
Jenkins. Motion carried.
3. Citizen's Input
Jack Richardson, citizen of Sanger, introduced himself to Council.
He stated it has been brought to his attention that Frontier Yi7'a40te
Management has moved their business to their neighborhood. The
neighborhood is worried about the smell from the garbage trucks.
It's not bad at present; however, there is some concern about the
summer time.
He stated when the other business was tY.iere, it wasn't that much of a
problem; however, he isn't so sure about them parking three garbage
trucks over in the back yard.
Discussion.
Mayor Armstrong asked if they wanted this as an agenda item later,
they could be placed on the agenda.
4. Conduct Public Hearing to Consider Zoning Request from SF-3
{single family residential} to 2F {duplex residential}, Lot 1, Bllc. Ci,
Sullivan Nest Addition, being the S.W. corner of 8th/Elm Streets
Mayor Armstrong declared the Public Hearing open,
No one was present to speak for or against this request.
Mayor Armstrong declared the Public Hes:;ring closed.
5. !Consider and Possible Action Regarding Zoning Request from SF 3
(single family residential) to 2F (duplex residential), Lot 1, Blk. 6,
Sullivan West Addition, being the S.W. corner of 8th/Elm Streets
Discussion.
Motion was made by Councilman Jenkins to approve zoning request
from SF-3 {Single Family Residential to :�F {duplex residential) Lot 1,
Blk. 6, Sullivan west Addition, being the S.t�tl corner of 8th/Elm
Streets. Seconded by Councilwoman Braxton. Motion carried.
Conduct Public Hearing $o Consider Final Subdivision Plat for Dorwin
Sargent, Freese Drive, Abstract Tract 1241, Lots 1-3, Block A, Sargent
Addition, SF-3
Mayor Armstrong declared the Public Hearing open.
No one present to speak for or against this request.
Mayor Armstrong declared the Public Hearing closed.
7. Consider and Possible Action Regarding Final Subdivision Plat for
Dorwin Sargent, Freese Drive, Abstract Tract 1241, Lots 1-3, Block A,
Sargent Addition, SF-3
Council went over the final plat, the water and sewer lines.
Discussion.
Motion was made by Councilman Madden to accept final subdivision
plat for Darwin Sargent, Freese Drive, Abstract # 1241, Lots 1-3,
Block A, Sargent Addition, SF-3. Seconded by Councilman Berndt
Motion carried.
8. Consider and Possible Action Regarding Heavy Equipment Operation
Proposals
Only one bid eras received regarding the Heavy Equipment Operation.

Councilman Berndt made a motion to accept McNeill Trucking
Proposal regarding Heavy Equipment Operation with the use of a
maintainer of $42.50 per hour with 4 hour minimum. Seconded by
Councilman Madden. Motion carried.
9. Consider and Possible Action Regarding Supplies for Street and
Baekfill Material Proposals
Only one bid was received regarding Supplies for Street and Backfill
Material Proposals.

Motion was made by Councilman Kincaid to accept bid for supplies for
street and backfill material as submitted by McNeill Trucking.
Seconded by Councilman Jenkins. Motion carried.
Consider and Possible Action Regarding Nominee to DCAD Board of
Directors
Discussion.
Councilman Jenkins made a motion to nominate Carroll McNeill to the
Appraisal Review Board. Seconded by Councilman Madden. Motion
carried.
11. Consider and Possible Action Regarding l:toliday Schedule Requests
from Frontier Waste Management
Motion was made by Councilman Jenkins that Frontier �iiaste
Management request for Thanksgiving Day off be granted. Seconded
by Councilwoman Braxton. Motion carried.
12. City Administration Report:
a The Board of Adjustment met Tuesday, Clctober 27, 1992, and
unanimously approved a setback variance for John Bucklew to
construct a strip shopping center on two (2) lots, just west of
the Hillcrest Apts. on Loop 138.
b. There was a delay for disposal of our underground, petroleum,
storage tank, The engineer hopes to have project completed
within the next two weeks.
c. Council was also reminded of the announcement from TML
regarding the Municipal Leadership Symposium in San Antonio,
Jan. 29-341.
d. On the lath,Commission will meet to consider
another zoning request and another Board of Adjustment
meeting around the 19th. He will keep them informed.
e. Christmas Program is scheduled for December 1 at 6:30 p.m.
f. Electric Department, under guidance of the Beautification Board
and the Park Board, around November 19th, will start
stringing the Christmas lights.
13. Any Other Such Matters:
a Mayor Armstrong brought to Council"s attention, Esta Lou
Morgan's note of appreciation regarding the pianting of the tree
in memory of J. P. Morgan.
b. Mayor Armstrong also stated that she had received several
complaints regarding the Mobile Horne moved into an area that
is not in the City Limits. They have researched every avenue and
there is nothing the City can do on this situation.
