Motion was made by Councilman Jerry J�:nkins to approve Consent
Agenda. Seconded by Councilman Russell Madden. Motion carried.

1991-1992 Audit Presentation -C.F.A. Bill Spore
Mr. Spore briefly discussed his management letter to Council
regarding internal control. He discussed the following items:
a}. Continued development of month end accounting procedures
checklist.

b}. Accounting job procedure manuals 'to be developed as a guide to
other employees.
c}. Cit�r's computer package for tracking electric department's
inventory, needs to be maintained on a timely basis. Discussion.
It was noted that someone else needs to be trained on this.
Council stated whenever manuals are completed, they would Like to
see these in order to review.
Mr. Spore stated that none of the descrit�ed reportable conditions are
considered as a material weakness.
Consider and Possible Action Regarding 1991-1992 Audit
Motion was made by Councilman Jenkins and seconded by Councilman
Kincaid to accept 91-92 Audit as presented by C.P.A. Bill Spore.
Motion carried.
Consider and Possible Action Regarding 1A.ppointment for FY'92-93
Audit
Motion was made by Councilwoman Braxton to appoint C.PA. Bill
Spore to perform our 92-93 Audit for a fee of $�#,?5t1. Seconded by
Councilman Jenkins. Motion carried.

Motion was made by Councilman Jenkins to accept Bill Utter Ford°s
Bid of $12,B95.0(} for purchase of new Police 'Vehicle. Seconded by
Councilman Kincaid. Motion carried.
8. Consider and Possible Action Regarding Bids for Fire Department

Bill Murrell advised this will probably be in use by the middle of
January, after training is completed. He also advised that the State
Grant will be paying for one of the defribillators.
Motion was made by Councilman Kincaid to accept bid from Laerdal
Medical in the amount of $9,967 for two defibrillators. Seconded by
Councilman Madden. Motion carried.
9. Consider and Possible Action Regarding Ordinance #09-92, Amending
Chapter 4, Section 4.203(c) and Section 4.205, and Article 15.000 of
the City Code - Itinerant Merchant License
Motion was made by Councilman Jenkins to adopt Ordinance 09-92,
amending chapter 4, Section 4.203(c) and Section 4.205, and Article
15.000 of the City Code, Itinerant Merchant License. Seconded by
Councilman Madden. Motion carried.
10. Consider and Possible Action Regarding Ordinance #010-92,
Amending the School Zone on F.M. 455f Chisolm Trail Elementary

Motion was made by Councilman Jenkins to adopt Ordinance #010-92,
amending the school zone on FM 455, Chisolm Trail Elementary
School. Seconded by Councilman Kincaid. Motion carried.
11. Consider and Possible Action Regarding Authorization to Advertise for
Bids -Municipal Pool Bathhouse and Concession
Discussion.
Mayor Armstrong asked staff to make a list of the local builders that
might be interested in bidding.
Motion was made by Councilman Jenkins to advertise for bids on the
Municipal Pool, Bathhouse and Concession. Seconded by Councilman
Madden. Motion carried.
12. Consider and Possible Action Regarding Lease of Santa Fe R. R.
Property
Discussion. Mayor Armstrong advised they have discussed this with
the County and they have agreed once the City gets the lease on hand
that they will sublease part of it.
Jotion was made by Councilman Kincaid to lease the property down

14. City Administration Report
Mr. Hamilton advised on the following:
a). City will be closed Thursday and Friday, 24th and 25th, and
Friday, January 1st.
b}. Employee Christmas Dinner is scheduled for Wednesday at noon
in the Council Chambers.
c�. The posting for the vacancy in the Street Department has
concluded with several applicants and one more employee,
Larry Goode has resigned, making two vacancies in the
Public Works Department.
d}. The procedure for the derelict houses is proceeding and notice
letters will be mailed the week of December 28th.
15. Any tither Such Matters:
a}. Councilman Jenkins and Councilman Kincaid asked status on the
marina.
City Administrator advised that he has not heard anything since
the 15th of December.
Mayor Armstrong advised that the Executive Director and his
Inter -Governmental Relations Coordinator from the Parks and
Wildlife have advised it was a "done deal° and the bid will be
awarded early January or late as February.
