1. Mayor Armstrong called the meeting to order. City Administrator
John Hamilton gave the invocation which was followed by the pledge
to the flag.

Motion was made by Councilman Kincaid. to approve the workshop and
to approve minutes of March I, 1993 with the fallowing correction:
page 5, Iast paragraph, 2nd sentence, {5} globe lights along the walk.
Seconded by Councilman Berndt Motion carried.
3. Citizen's Input

Electric Superintendent Larry Yoast spoke regarding the Extended
Area Service.
Electric Superintendent Yoast discussed a bill that was introduced in
the Texas Legislation that would expand toll free local telephone
calling areas.
Mr. Yoast stated to the City Council that ces are being encouraged to
donate funds or to pass a Resolution of Support and to also join the
Coalition to encourage the other cities to join in the fight.
Mayor Armstrong advised she has already written all the
representatives in Denton County expressing the city's support

DISCUSSIon.
Motion was made by Councilman Berndt that the City approve the
appointment of The Architectural Collective, Inc. of Denton to serve as
the Architects on the Library as proposed by the Library Board and
that the City pay the 35% percent fee of around $6,300 and that
amount be deducted from the payment this year. Seconded by
Councilman Kincaid. Motion carried.
5. Consider and Possible Action Regarding Chamber Request Use of
Downtown Park for Saturday, Sept. 11th, the Annual Sellabration
Motion was made by Councilman Kincaid to allow the Chamber of
Commerce to use the Downtown Park on September llth for their
Annual Sellabration. Seconded by Councilman Berndt Motion carried.
6. Consider and Possible Action Regarding Request to Purchase Mowing
Tractor
Public Works Superintendent Chuck Tucker addressed City Council on
this issue.
Council discussed the budget allocation of $9,500 for a used
tractor and the possibility of a new tractor at a cost of $15,500 and
using Contingency Funds out of the Utility Fund Equipment
Replacement to complete the purchase. Council also asked staff to
check on what type of interest rate the City could get on financing.
Motion was made by Councilman Kincaid to authorize staff to bid for a
new tractor to be used for mowing ditches, right of ways and so forth.
Seconded by Councilman Madden Motion carried.
7. Consider and Possible Action to authorize: Design of Proposed Street
and Utility Projects
Discussion followed concerning the proposed street improvements,
Certificate of Obligation as Finance Options were also discussed.
City Administrator provided Council with a summary of possible street
locations for their review. Discussion and concern was emphasized
Public Hearings might be held on this.
Council summarized the following as priority street improvements:
10th Street, from Bolivar to Austin, $216,000.00 and approximately
$50,000.00 to $55,000.00 for electric utilities making the cost
$271,000.00; 7th Street, from Elm to Peach, $29,000.00
in front of school}. Total Street Project was around $300,000.00
plus engineering of about 8%.
Mayor Armstrong felt that if they are going to do a street project like
Acker Street, a decision has to be made now so that the engineers can
get started and the work can begin while school is out.
Motion was made by Councilman Madden, that we proceed by allowing
the engineers to do the design on the new streets from loth Street,
from Bolivar south to Austin and 7th Street from Elm to Peach
including the drainage on the southside of Peach Street, north of the
middle school. Seconded by Councilman Berndt. Motion carried.
Garland Thornton, GNB, advised City Council that he was prepared to
commit to finance any kind of improvements as Council has just
discussed tonight at the national prime rate of 6% and 90% of that
figure fixed at one year at a time and that commitment was there for
the City's consideration during budget preparation.
Mr. Thornton expressed that the City's infrastructure needs so many
things and they are excited with any moves the City makes to improve
that infrastructure.
8. City Administration Report:
City Administrator reported on the following:
a}. The Chamber of Commerce Rabies Clinic is scheduled for the
Downtown Park for Saturday, April 3, from 10 a.m. to 1 p.m.
b}. Brazos has begun removing the Elm distribution line at the
Ball Park and its off here.
c}. Board of Adjustment has a meeting on the 25th at 7:00 p.m. to
consider subdividing an existing lot at 302 S. 2nd.
The
next meeting of the Beautification Board has been cancelled
for' the 16th; Board will meet in April.
e}. Parks Board is scheduled to meet on Thursday, April 1 at
7:00 p.m. and hopefully will bring their recommendation during
budget process.
f}. The amendment to the Swimming Pool Parking Lot has been
submitted to the Engineer at T.P.W.D, for review. He has
expressed no reservation about the change.
g}. County has agreed to

h}. City Auction is tomorrow at 5:30 p.m.
i}. There is also a memorandum on Lake Ray Roberts Dam Repair in
the packet. He has spoken to Tom Mott, Project Officer, at the
Corps. He did explain there is nothing in the works yet.
