1. Mayor Armstrong called the meeting to order, gave the invocation,
which was followed by the pledge to the flag.
2. CONSENT AGENDA:

Motion was made by Councilman Jenkins and seconded by Councilman
Madden to approve the Consent Agenda Motion carried.
3. Citizen's Input -None
4. Consider and Possible Action Awarding the Municipal Pool Fence Bid
The
following bids were received regarding the Municipal Pool Fence:

Motion was made by Councilman Berndt to accept the low bid from
Hurricane Fence Company for the amount of $3,1Q 1.23. Seconded by
Councilman Madden. Motion carried.
5. Consider and Possible Action Regarding Street Improvements -
Tenth, Seventh and Bolivar
John Mears, City Engineer with Hunter Associates, gave a presentation
with preliminary drawings on Street Improvements for Tenth,
Seventh, and Bolivar Street Projects.
Discussion followed concerning:

Motion was made by Councilman Jenkins to accept the Street
Improvement Plans on Tenth, Seventh, and Bolivar Streets. Seconded
by Councilwoman Braxton. Motion carried.
�. Presentation,Possible Action Regarding Frontier Waste Management -
Benny Johnson, President
Benny Johnson with Frontier Waste Management discussed the 30 foot
cubic yard roll -offs that have already been set up at the transfer station.
Mr. Johnson went over the cost per month for each roll -off dumpster.
$107.80 - Rental fee per month.
$ 28 6.0 0 - Per haul on each.
Next item Benny Johnson addressed was recycling through Frontier
Waste which will provide containers for newspaper, glass, cardboard,
aluminum and tin cans.
Mayor Armstrong and City Council showed concern on the $0.30 per
month increase per household. Council recommended possibly
holding Public Hearings.
Discussion.
Motion was made by Councilman Jenkins to accept Frontier Waste
Management's Proposal for 2 - 30 yard open top containers for the
transfer station for $107.80 per month, for the two (2) boxes plus
$286.00 per month hauling each box, minimum haul per week, one
container per month or twelve (12) per year. Seconded by
Councilman Berndt. Motion carried.
Item regarding recycling was tabled for fixture Council date to allow
City Council to make a decision regarding; the issue.
Benny Johnson also stated that another issue on the recycling for
Council to consider is that after May 1, no more grass clippings or
leaves be put into the landfill.
Councilman Berndt made the motion than City Council accept the
request of Frontier Waste Management that starting May 15th, they
will no longer pick up grass or leaf clippings. Seconded by
Councilwoman Braxton. Motion carried.
7. Consider and Possible Action Regarding Adoption of Addendum A to
Safety Manual -Bloodborne Pathogens Standard Exposure Control Plan
Motion was made by Councilman Madden to adopt Addendum A to
Safety Manual Regarding Bloodborne Pathogens Standard Exposure
Control Plan. Seconded by Councilman Jenkins. Motion carried.
8. Consider and Possible Action Regarding ]Maintenance Request by Lone
Star Gas Co. in Sanger's E.T.J.
Motion was made by Councilman Jenkins to grant the maintenance
request by Lone Star Gas Company as presented. Seconded by
Councilman Madden. Motion carried.
9. Consider and Possible Action on Municipal Pool Rules and Regulations
Discussion. Councilman Jenkins noted that he would like item # 10 to
state that "All glass bottles or contais nerare prohibited inside the pool
enclosure."

Motion was made by Councilman Jenkins to adopt Municipal Pool
Rules and Regulations as presented with the one change noted.
Seconded by Councilman Madden. Motion carried.
10. Consider and Possible Action on Municipal Pool Fees, Hours of
Operation, and Special Swimming Hours

12. Any Other Such Matters
The City, at present, does not have an ordinance regarding
chickens. At this point, they would have to be addressed as a
noise nuisance or health and sanitation complaint.
