05/03/1993-CC-Minutes-RegularMINUTES: City Council Meeting U 0 0 7 May 3, 1993 MEMBERS PRESENT: Mayor Nel Armstrong, Councilwoman Margie Braxton, Councilman Jerry Jenkins, Councilman Russell Madden, Councilman John Berndt, and Councilman Tommy Kincaid OTHERS PRESENT: City Administrator John Harnilton, City Secretary Rosalie Garcia, Electric Superintendent Larry Yoast, Chief of Police Benny Erwin, Sherry G. Lewis, Jack Richardson and his son - Kenneth Richardson, Mr. & Mrs. Jeff Gann and Mr. Glenn Ervin 1. Mayor Armstrong called the meeting to order. Councilman Madden gave the invocation which was followed by the pledge to the flag. 2. CC►NSENT AGENDA: a}. Approve Minutes b}. Disbursements Councilman Jenkins made the motion to approve Consent Agenda. Seconded by Councilman Madden. Motion carried. 3. Citizen's Input: Sherry Lewis, who resides at 6DQ S. 1(}th Street, addressed City Council regarding the widening of loth Street and the traffic flow on that particular street. They were wondering if they were going to put speed bumps on the road or lower the speed limit. She also asked if Council could possibly put a bigger stop sign on the corner of Austin and 10th Street to better control the speed on that street Mayor Armstrong advised Mrs. Lewis that: City Council could not take action on this item since it was not on the agenda; however, the City Administrator would look into this matter. Mrs. Jeff Gann, another citizen who resides at 600 Elm Street, expressed concern with Interstate 35 and 455 Intersection. She asked if there has ever been any type of :recommendation asking for a warrant study from the State for a traffic signal device at that location. Mayor Armstrong advised that the City had asked for a traffic light at that location for the last three years; however, the City was denied due to the traffic count Mrs. Gann advised that there are peak tunes when the warrants are met Mayor Armstrong advised that they will by again this year to request for a traffic light at that location. Mrs. Gann asked if they had ever considered a letter of liability which would transfer liability back to the State. The mayor advised that they were not aware that Council could do this. She also advised Mrs. Gann that Council would check into this matter. She would get a copy of the letter that is being sent to the State. 4. Consider and Possible Action to Advertise For Bids For Lease/Purchase Trencher/Backhoe Combination ® Larry Yoast, Electric Superintendent, was requesting to purchase this item on a lease/purchase with approximate cost of $42,000 with monthly payments of $500. Pre -oaths Sworn By Newly Elected City Council Members - May 1, 1993 City Secretary proceeded with the Pre -Lath of the newly elected Councilmembers. Mayor Armstrong made a presentation to the newly elected Councilmembers with their Certificates of Election. Mayor Armstrong also made a presentation to Councilman John E. Berndt, Place 5, for his unselfish service to his community. 7. Any Other Such Matters City Secretary Mayor
