Mayor Armstrong called the meeting to order, gave the invocation, which was followed by the pledge to the flag. 2. CONSENT AGENDA a}. Approve Minutes b}. Disbursements Madan was made by Councilman Jenkins to approve Consent Agenda. Seconded by Councilwoman Braxton. Madan carried. 3. Citizen's Input -None .Fii t fi ,1 4. Consider and Passible'Action Regarding +capital Improvements Program Mayor Armstrong explained briefly issues; discussed in workshop. Motion was made by Councilman Jenkins to rescind #R5-94. Seconded by Councilman Richardson... Motion carried. Motion was made by Councilman Jenkins to pass Resolution #R6- 4. Seconded by Councilman Richardson. RESOLUTION #R6-! 4 A RESOLUTION OF THE CITY OF SANDER, DENTON COUNTY, TEXAS, STATING THE INTENTION TO EARLY RETIRE ALL REMAINING CERTIFICATES OF OBLIGATION FROM THE 1986 ISSUE Madan carried. Motion was made by Councilman Richardson to pass Resolution #R3-94. Seconded by Councilman Jenkins. Jeff Pennington, District Manager at Dairy (queen, and he has proposed that they would be willing to be a sponsor and participate in "Adopt A- Pet Program." They will provide "soft drinks and such" as long as it is done in their parking area Mr. Pennington is also willing to pay far an advertisement in the local newspaper if it can be organized within the next two weeks. Eddie stated that he has also talked to Dr. Stuckey and he is willing to give a 2Q°Io discount on all spayfneuter of pets that are adopted. Discussion. Matian was made by Councilman Richardson to authorize Animal Control Officer Eddie Branham to proceed to work out with any business that is willing to organize and to with the Adapt -A -Pet Program. Seconded by Councilman Kincaid. Matian carried. 6. Consider and Possible Action Regarding Transfer of Cablevision Pale Agreement Discussion. Matian was made by Councilman Kincaid that the Cablevision Pale Agreement be transferred to Friendship Cable of Texas, Inc. Seconded by Councilman Jenkins. Motion carried. 7. Consider and Passible Action Authorizing Bids far Library Construction Matian was made by Councilman Jenkins to authorize bids far Library Construction. Seconded by Councilman ]:�incaid. Motion carried. 8. City Administration Report City Administrator Jahn Hamilton reported an the fallowing: a). Sanger is continuing to grew with a total of 18 Single Family Permits being issued, at a total value of $881,Q43. b}. The police and fire department will bring their request/ recommendations regarding a new public safety radio system to Council on the 2Qth. c}. Larry Yoast, Electric Superintendent, gave a brief report an electric system improvements He stated Brazos was at the substa�tian t�Vednesday, Thursday, and Friday changing a transformer out Electric Superintendent Yoast mentioned there is another r►ause being constructed between Bucklew and Freese where: they put in underground primary cable. Also, they replaced Mr. Jenkins' and his three neighbors' service with underground cable. 9. Any Other Such Matters a}. Mayor Armstrong stated she received a complaint against the girls in the office. Actually, not really a complaint; however, this resident was somewhat confused regarding our animal control Mayor stated this man had same puppies that were left at his residence. He called the City Office to talk to the animal control and the girls in the office told him to call the sewer plant. Mayor Armstrong asked Rose to please instruct the girls to take the message for the animal central officer to call them back. 10. Meeting adjourned. ConSlder and Possible ACtl®ri Regarding Capital Improvements Projects -Streets John Mears, Hunter Associates, City's Consulting Engineers, addressed the City Council concerning the bidding of the proposed street improvements. John Mears stated he recommended all the street projects be bidded together and to wait until the first of the year to begin. Mayor Armstrong disagreed due to the possibility of bad weather durfn,the first of the year. She asked if they could give a twelve month completion date. John Mears advised if they did, Council needed to set a schedule so the contractor can adhere to the schedule. Disctxssi.on continued regarding the time line on the street projects.
