There was a lengthy discussion regarding this item. GSA- - ----- _ IMPORTANT ANNOUNCEMENT The Texas Department of Housing and Community Affairs has set September 24, 1992 as the deadline for submitting grant applications for the Texas Community Development Program and the planning grant program. The type of projects most likely to be funded in order of priority are: • First time water and sewer lines; • First time water and sewer service hookups; • Upgrading existing distribution/collection lines, storage, and treatment facilities; • Replacement of existing distribution/collection lines, storage, and treatment facilities; • Housing rehabilitation, clearance, and demolition activities; • Streets and drainage • Other public facility projects. In addition, anew grant program called the HOME Program has been created by the Texas Department of Housing and Community Affairs which provides a total of $32.4 million for housing assistance for elderly and low and moderate income persons. The funds are available for (1) rehabilitation of owner -occupied housing, (2) construction and rehabilitation of rental housing, and (3) the reconstruction of homes not suitable for housing rehabilitation. Financial assistance may be made in the form of low interest loans, deferred loans which are payable at the time the property is sold, or forgivable loans which are forgiven over a predetermined period of t (e.g., 20% per year). The maximum amount of financial assistance which may be provided for moderate rehabilitation ranges up to $25,000 per unit. Applications will be accepted until September 30, 1992. The Texas Department of Housing and Community Affairs is strongly encouraging applicants to link the HOME Program with their Community Development Program projects. Grant applications are due September 24, 1992. '�36 Facts About the HOME Program 1, The HOME Program provides funds for the preservation of affordable housing for low and very low income families. Housing assistance aimed at benefitting elderly persons (62+), large families (5 or more persons), and housing for persons with disabilities is looked at more favorably than housing assistance for non -elderly and small families (4 or less). 2. A total of $32.4 million is available for housing activities in Texas under the HOME Program. Of this amount, $11.2 million is targeted for rental housing projects. 3. Housing assistance will be made for (1) housing rehabilitation activities for occupied homes, homes, (2) rehabilitation of rental housing, and (3) the reconstruction of housing not suitable for rehabilitation. 4. Financial assistance may be provided to low income families in the form of either low interest loans, deferred loans which are payable at the time the property is sold, or forgivable loans which are forgiven over a determined period of time (e.g., 20% per year). The maximum amount of financial assistance which may be provided for moderate rehabilitation ranges up to an average of $25,000 per unit. The minimum amount is $1,000 per unit. 5. Each housing unit must be brought up to comply with the Department of Housing and Urban Development's (HUD) Section 8 Housing Quality Standards and local building codes. 6. Eligible rehabilitation costs includes: • rehabilitation construction costs; • energy -related improvement costs; • abatement of lead -based paint; • improvements for handicapped persons; • professional services related to inspections and work write-ups; • financing costs such as loan points, credit and title costs, recording fees, • legal fees and appraisals; • project audit costs; and • temporary relocation costs. 7. The Texas Department of Housing and Community Affairs is attempting to link the Texas Community Development Program with the HOME Program this year. Linkage can occur when the the Community Development grant funds are used in support of the HOME Program. If Community Development grant funds are used for housing, the linkage automatically occurs. Beginning on October 1, we will begin serving "home -style" meals from Valley Services in place of the frozen meals that we have been using for a few years at most centers, and in place of the meals that we have been cooking at the Pilot Point Senior Center. The catered meals from Valley Services, cooked and delivered each day, will be used in all seven of the senior centers and for home -delivered meals. The new service was arranged for usby the Area Agency on Aging (AAA) of the North Central Texas Council of Governments. It is the agency through which we receive funds for the meals. The AAA has been eager to get a new system. In order to make the change possible, a consortium of agencies such as SPAN in several counties was created. Altogether, the members of the consortium serve a large enough number of meals that a competitive price could be offered to all of us. We hope that the new arrangement will make it possible for us to serve more older people in each community.
