PURPOSE: The purpose of the Automated Meter Reading system is to collect meter readings and other pertinent data on meter routes with hand-held computers and to upload this data to the City's Utility Billing System. B. SOrTWARE SPECIrICATIONS0 RESPONSE: The primary functions of the hand-held meter reading system includes: I. The handheld device should prompt the meter reader to enter a 1'eauer code alollg W1LI1 a rcauel' passworu. 111esc codes and passwords should be unique to each meter reader and should be able to be maintained by the user at the PC level. 2. Each meter reading should be stamped with the reader code and should be printed on a Summary Reading Analysis Report, 3. The handheld device should prompt the meter reader to enter the vehicle ID, starting and ending mileage of the City vehicle. The meter reader should not be forced to enter this data. 4. When in input mode, the hand-held should display the following information. 1) Meter Serial Number. 2) Type service - (Water, Gas, Electricity), 3) Customers Name. 4) Customers Service Address. 5) Meter Reading, 6) Account Number. '7) Indication of whether a survey question must be answered for the account. 8) Two lines for special instructions. 9) Menu for other functions. 5. The input program should determine the number of digits to be entered from the number of dials on the meter. 6. The user should have the OPTION, at the time the route is created, to load and display the previous months meter reading along with the range of consumption expected for each meter in the route. 7. If the meter reading does not fall within an expected consumption for the meter, the system should alarm the operator indicating a possible input error. The operator should then be prompted to accept the reading or re-enter another reading. 8. The system should allow the utility departments to down load survey questions to specific accounts or all accounts within a route. If a survey is requested for a particular meter, the operator should not be forced to answer the survey question before moving to the next account. 9. The system should automatically bring up meter accounts in the meter read sequence on each route. 10. The system should alloy the operator to scan through meter accounts and to do a search for accounts by a portion or all of the meter number, service address and customer name. 11. The system should allow the operator to search for the previous unread meter and the next unread meter in a single keystroke. 12. The system should allow the operator the ability to reverse the direction the route is being read, no matter where the location within the route. 13. The system should display a meter location for each meter and allow the operator to change the meters location while on his route. The system should allow a unique meter location for every meter in the city. 14. The system should allow the utility department to issue instruction codes for specific accounts (i.e. BAD DOG). The operator should be allowed to change instruction codes while on a route by scanning through a user defined list of instruction codes. These instruction codes should also sound an audible alarm if desired. 15. The system should allow the operator to enter a trouble or skip code when it is impossible to read a meter. These codes represent a reason for not reading a meter. The operator should be able to scan through the various trouble codes and choose the correct code. If the trouble encountered does not exist in the preceded file, the system should allow the operator to enter a "free form text" trouble description. 1us The system should allow the operator to enter a comment for each meter (i.e. CHECK FOR LI+:AKS, DEAD METER, etc.). The operator should be able to scan through the various user defined comment codes or enter a "free form text" code. 17. The system should time -stamp to the nearest minute and date -stamp each teeter reading and provide time evaluation reports. 18. The system must not require additional expense to the City For equipment upgrades to the meters. The system must function with the City's existing meters. 19. The PC software should automatically archive route information for backup purposes before passing the information to the main processor. The PC should also allow these archived routes to be retrieved at any time during the month and evaluation reports run containing all the information collected during the reading of that route. 23. rl'he PC software should also allow the user to reload the software to the handheld device iF needed. 24. The hand-held meter reading system should interface with the proposed utility billing system without requiring custom programming or additional costs related to interfacing the two systems. The meter reader should be able at any time to view a screen showing the route number currently loaded, date loaded to the handheld, number of unread meters, number of read meters, number of meters with trouble codes and percent complete. C. SYSTEM OUTPUTS: REPORTS: Although the City's utility billing system will be used for creating most of 1417e desired reports, the PC software should provide the following outputs: 1. TIME ANALYSIS REPORT: Serves as a time interval report on each route. This report. should divide the route into the specified time intervals and print the number of meters read during that time period. An average time per meter per interval should be calculated and printed for each interval. 2. CHRONOLOGICAL ANALYSIS REPORT: Prints each meter's reading in the order in which they were read. The hand-held computer should be designed to withstand extreme environmental conditions such as freezing temperatures, blowing rain or dust, or the possibility of accidental falls to hard surfaces. 2. The hand-held should have provisions for a strap to facilitate carrying when reading meter. 3. The hand-held should have sufficient memory to accommodate up to 1,000 meters in a single route. 4. The hand-held should provide a large display providing no less than 8 lines of 20 characters per line. 5. It was brought to our attention that there are reports of "Strike Anywhere" matches igniting in the box when the box is dropped. Be aware of the potential hazard.
