MINUTES: City Council Meeting
July 3, 1989
MEMBERS
PRESENT:- Mayor Nel Armstrong, Councilman Glenn Shaw,

Councilman Jerry Jenkins
OTHERS
PRESENT: John Hamilton -City Manager, Rose Garcia -City
Secretary and Mr. Burl Bourland
1. Mayor Armstrong called the meeting to order, gave the
invocation and led the pledge to the flag.
2. Minutes stood approved as printed.
3. Disbursements - Councilman McDaniel made the motion to
approve disbursements for payment. Seconded by Council-
man Thomas. Motion carried.
4. Citizen's Input - None
5. Request from Burl Bourland to Address City Council
Concerning Neighborhood Watch Program.
Mr. Bourland stressed concern in trying to organize the
Neighborhood Crime Watch Program in our City._
Mr. Bourland has instigated the Neighborhood Crime Watch
Program in his Subdivision. It works if the neighbors
cooperate.
Discussion.
Mayor Armstrong stated that this program is excellent;
however, cost is involved. Another possibility is that
maybe the Police Department can assist in getting the.
program underway.
Mayor Armstrong did state that City Council would pursue
this further.

Mayor Armstrong stated she had not contacted any others to
actually serve on Board of Adjustment. Jerry Jenkins stated
he would like to add Royce Fain`s name for consideration to
the Board of Adjustment.
Mayor Armstrong stated she would like that if there wasn't
any objectiosn she would like all the persons that were
mentioned to the appropriate boards be appointed including
Rev. Bill McClellan and John D. Springer subject to their
approval.
Motion was made by Councilman Shaw and seconded by Council-
man Jenkins that the members that were read and listed be
appointed to the various boards. Motion carried.
7. Consider -and Possible Action on City Hiring and Employee in
the Street Department to Operate Patchman Machine.
Councilman McNeill addressed this issue on the hiring of
an employee to operate the Patchman Machine.
Discussion. Councilman McNeill made the motion that the
City Manager be given the latitude to create the Patchman
operator position at the salary he has quoted -and -the per-
son to fill the position be on a permanent basis. Council-
man Shaw seconded. Motion carried.
8. Any Other Such Matters:
a. Councilman Jenkins stressed concern about the complaints
he has received concerning cable service.
City Manager instructed to write the company a certified
letter to see if the problems the residents are having
can be addressed.
b. Councilman Jenkins addressed the problem concerning the
dumpsters. One for example behind the Buckliorn Restaurant;
it's in an inconspicuous place and is very unsanitary.

On Friday morning, Mayor Armstrong traveled to
Corpus Christi for the Association of Mayors,
Councilmembers and Commissioners Annual
Conference.
Mayor Armstrong informed Council of new legis-
lative bills that will affect our city.
9. City Manager's Report:
a. Larry Hule of the Army Corps of Engineers is
composing a letter to the city outlining current
courses of action for Council to take to consider
securing marina on Lake Ray Roberts.
b. Full-time employee, Bob Thornton, has been hired to
fill vacancy -in the Street Department.

5. Consider and Possible Action Regarding Denton County
Economic Development.
Ann Pomykal, a representative from Judge Burgess's Office
in Denton County discussed the proposed Denton County Day
for Economic Development to be held October 6, 1989. She
addressed City Council as to the proposed schedule con-
sisting of an opening ceremony, seminars, book displays,
speeches, recreation and reception.
The role of the City was to submit name of steering
committee representative to the County Judge.
A booth is guaranteed for our community if the City
participates.
