1. Mayor Armstrong called the meeting to order, gave the
invocation, and led the pledge to the flag.
2. Minutes of August 7, 1989 were approved as printed.
3. Disbursements - Motion was made by Councilman Jenkins to
approve disbursements. Seconded by Councilman Shaw. Motion
carried.
4. Citizen's Input - None
5. Consider and Possible Action Regarding Meeting Date far
City Council in September.
Motion was made by Councilman Jenkins to schedule first
Council meeting in September for the 15th. Seconded by
Councilman Shaw. Motion carried.
6. Consider and Possible Action Regarding Tee -Ball Parents
Group.
Mr. Dick Morrow, representative for John Coker Tee -Ball
Parents Association, spoke on this issue.
The Tee -Ball Baseball Team won the area championship
when they won they went to State. The parents raised the
money to pay for the expenses for this trip; however, they
did not win at the finals.
There were some funds left over. The parents association
met and decided they would have a memorial for these
children and something that would add to Sanger. They
were wanting to plant a Pecan Tree on the West Side of the
Square, approximately 3/4 of the way, South to North.
Install a protective walkway around tree and in the center,
they'll have this plaque installed in concrete and it will_.
have all the names_. of the little boys and girls that were
on this team along with the sponsor and the coaches.
They were wanting the City Council to give them permission
to plant the tree in the City Park. The tree will be
installed by the nursery with a two (2) year guarantee by
the nursery.
Motion was made by Councilman Shaw that the City would grant
the request to the Tee Ball Parents Group Association to
plant a Pecan tree in the downtown site as approved.
Seconded by Councilman McNeill. Motion carried.
7. Consider and Possible Action to Award the Solid Waste Disposal
Bid.
Councilman McNeill made the motion that the contract be
awarded to Frontier for fine (5) years with the stipula-
tion that City Council will approve the contract. Seconded
by Councilman Shaw. Motion carried with one no vote -
Councilman Thomas. Motion carried.

8. Consider and Possible Action Regarding Smoke Test Prog�sal.
Motion was made by Councilman Shaw to accept proposal of RJN
for the smoke testing in the amount of $2,500.00. Seconded by
Councilman Jenkins. Motion carried.
9. Consider and Possible Action Regarding Lease for the Santa
Fe Property.
Motion was made by Councilman McNeill -for the Gity to lease
-- Santa Fe property at lst and Bolivar from Santa Fe Railroad
Co. for the price of $100.00 per year so it can be cleaned
up -,.and the City can use the property for whatever use they
need. Seconded by Councilman Jenkins. Motion carried.
10. Consider and Possible Action on Library Improvements.
Motion was made by Councilman Jenkins that the City grant
the Library Improvements for the Library.- Seconded by
Councilman Shaw. Motion carried.
11. Any Other Such Matters:
a. Councilman Jenkins asked about the extended phone
service to Denton.
City Manager was asked to contact President of Co.
and to express the concern on the delay for extended
phone service to Denton.
b. Councilman Shaw asked if all the Weed Letters had
been sent. There is a place on the corner of 7th
and Bolivar.
12. City Administration Report:
a. City Manager advised that according to State Law, there
is two commercial banks in the City, the City will need.
to bid for the bank depository in October to be effective
January 1, 1990. Staff recommends a three (3)-year
contract.

TML Annual Conference will be held in San Antonio
Oct. 26-28 this year for anyone who wishes to attend.
A dump truck has not been located.
d. City Manager instructed that Dwight Bird, State
Highway, advised that there would be no problem to
leave 455 crossing open during school hours.
e. City rlanager instructed to contact State Highway
to possibly put a walkway to the Elementary School.
13. Budget Workshop:
Discussion of Water, Wastewater Dept. and Electric Dept.
a. City Manager went over projected revenues on tax
rate and gave a detail revenue surunary and expen-
ditures of each fund.
b. Consensus of City Council for City Manager to
prepare a final draft as presented with the
proposed increase in water, sewer and. the 3%
reduction in the electric.
14. Executive Session According to V.A.T.S. ARTICLE 6252-17(g)
to Discuss (1) Personnel.
Mayor Armstrong convened City Council to executive. session.
15. Open Session to Take Action on Item(s).Discussed in Executive
Session.
Mayor Armstrong reconvened City Council from executive
session.

1. Mayor Armstrong called the meeting to order, Councilman
Thomas led the invocation, and Mayor Armstrong led the
pledge to the flag.
2. Minutes of Workshop for August 21, 1989 were approved with
one correction to reflect that Councilman Jenkins was
present. Minutes of August 21, 1989 were approved as
printed.
3. Disbursements - Councilman Thomas made the motion to
approve the disbursements. Seconded by Councilman McNeill.
Motion carried.

5. (12) Conduct 2nd Public Hearing on_Texas Development Grant
Application. _
Mayor Armstrong declared the Public Hearing opened on the
Texas Development Grant Application.
No one was present to voice an opinion.
Mayor Armstrong declared Public Hearing Closed.
Lee Lawrence with Governmental Service Agency gave a brief
summary on the smoke test results that were conducted by
RJN Engineers.
Mr. Lawrence stated results weren't what they were expecting.
Discussion.
Mr. Lawrence also stated he could not give estimated costs
due to the fact the smoke test results were not received
in time to get those figures.
6. (13) Consider and Possible Action on Resolution Submission
of 1989 Texas Community Program Grant Application.
Councilman Jenkins made the motion that City Council pass
the Resolution for submission of 1989 Texas Community
Program Grant Application with the stipulation that the
City's part would not exceed $26,250. Seconded by Councilman
Thomas. Motion carried.
