Mayor Armstrong called the meeting to order,Councilman
Thomas gave the invocation.Mayor Armstrong led the pledge to
the flag.

Minutes of December’18,1989 stood approved as printed.
3.Disbursements -Motion was made by Councilman Thomas and
seconded by Councilman McNeill to approve disbursements.Motion
carried.

(9)Consider &Possible Action Regarding Training Policy ProposedforFireDepartment-Fire Chief Merwyn Tucker.8.
Chief Tucker proposed a program to begin mandatory training forallvolunteerfirefighters.State established standard for volunteerfirefightersis160hours.
Discussion.
Motion was made by Councilman Shaw to implement trainingpolicyforVolunteerFireDepartment.Seconded by CouncilmanThomas.Discussion.Motion was amended bv Councilman Shawtoreadasfollows:

to approve basic certification training program and the position fortheinstructionbepostedandapplicationsbetakenandthattheChiefandMsassistantmakesomekindofadecisioninwhoqualifiesfortheposition*Seconded by Councilman Thomas,
Discussion
Councilman Shaw withdrew motion and Councilman Thomaswithdrew"second.
Councilman Shaw made the motion that this item be tabled until itcanbesentbacktoFireDepartmentandmembersofCityCouncilcanattendaworkshoptoworkoutdetailsandthenitcanlaterbebroughtbacktoCityCouncilforadecision.
Seconded by Councilman Jenkins.Motion carried.
10.Consider and Possible Action Regarding Interlocal Agreement forFireServiceswithDentonCounty.
Councilman Jenkins made the motion to approve Interlocal Agree-ment for Fire Services with Denton County.Seconded by Council-man McNeill.Motion carried.

Councilman Thomas made the motion to approve InterlocalAgreementforLibraryServiceswithDentonCounty.SecondedbyCouncilmanShaw.Motion carried.
(8)Consider and Possible Action Regarding Audit 1988-89 -JohnGraves.12.--'
John Graves.,C.P.A.j gave a summary of the fiscal year audit for1988-1989.
Discussion.
Motion was made by Councilman Jenkins to approve audit for1988-1989.Seconded by Councilman McNeill.Motion carried.
12.Any Other Such Matters:
a.Mayor Armstrong asked City Manager if there is any waypossibletheCitycouldhavesomeothersystemofcontactingtheElectricDept,and Water Dept,when the beepers aren’tworking.Discussion.
b.Councilman McNeill stated that the City Manager helpedhimwritealettertoMr.Bird of the Highway Dept,
concerning drainage problem at Keaton.Discussion.
City Manager was instructed to contact engineers to have theproblemchecked.
13.City Manager Report:
a.City Manager stated,during the cold spell that Brazos had
notified him that an emergency curtailment of electric power
was imminent:however ,Brazos did an outstanding job in
maintaining our power supply.
b.City Manager reported that Public Works Dept,answered over
65 calls for service over the holidays,majority being frozen
meters.

Councilman McNeill made the motion to approve 40%of training
session and 25%of fire runs was to be eligible for retirement
and membership in fire department
