SUBJECT: Administrator's Report
1). As you are all aware the heavy rains delayed our pick-up of
clean up week. The weather also caused isolated problems with
the sewer collection system. About ten (10) residences reported
back-up into their homes from the heavy rains. Even with the
flooding rain on Wednesday morning, 5/2/90, at 10:30 a.m. our
discharge flow from the plant was only 519,000 gallons. Last
spring we exceeded 1,000,000 gallons during the heavy raids.
This would indicate our efforts to control system infiltration
have been somewhat successful. Our plant pumps did not
perform so well, of a possible 1900 gallons per minute capacity,
they would only do 600 gallons per minute.
Obviously we did experience some drainage problems system-
wide; however, considering the amount of rainfall, it seems to
perform adequately. The amount of damage to our streets has
been tremendous. It will be well into the summer before our
crews can catch up on repairs. They will attempt to first fill all
pot -holes and then return to perform more extensive repairs.
At this writing, we have not experienced a single weather -related
power outage. The heavy rain did cause electrical problems with
our water -system downtown. Many wiring deficiencies were
revealed and are being corrected.
2). The Library Board has set Saturday. June 9th as Library
Open House.
3). The 200,000 gallon ground storage tank at our downtown yard
has developed a leak. City crews will repair it which should be
a significant cost -savings over contract labor.

We have reviewed 12 sheets of engineering drawings and one volume of
contractual documents and technical specifications submitted with your
April 19, 1990 letter. This planning material describes the proposed
construction of the following improvements for the subject water system:
* One 300,000 gallon welded steel ground storage tank;
* Two 500 gpm capacity service pumps enclosed in a 12 foot by 12 foot
fiberglass building;
* Yard piping and electrical controls; and,
* Approximately 1600 feet of
ductile -iron waterline with
appurtenances.

These proposed improvements will improve distribution and fire protection for
the City and allow for future growth in the system.
Our review indicates that these improvements were designed in general
compliance with our current standards and are, therefore, approved for
construction under the following conditions:
1. Paragraph 337.207 (c)(11) of our "Rules and Regulations for Public
Water Systems" requires the primary access manway in the lower ring
of a ground storage reservoir to be not less than 30-inches in
diameter.
2. The hydrostatic leakage rate shall not exceed 12 gallons per inch of
nominal pipe diameter per mile of line per day in accordance with
AWWA C600-87.

I have received 17 personnel records (502's) for your fire
department. Since you had stated earlier that you have 25 fire
fighters, the enclosed billing is for that number. If it is
incorrect, I will make adjustments on the July billing.
I must stress how important it is for the local board to keep up
with its membership. I have enclosed a list of the duties of
the board. If we do not have forms for active fire fighters and
one is killed or injured then benefits could be denied. The
board could be held liable for this problem. It also causes
problems with billings, the State auditors and our actuary.
Many departments refuse to issue gear to fire fighters who do
not have their forms completed. This may be an option you
should consider.

SUBJECT: Property on Jones Street
We received a formal complaint from a unnamed citizen regarding a
travel trailer located on Jones Street being used as a residence, The area
in question shows that the property is zoned SF-3. It is my
understanding that a Mr. Alexander owns the property and at the City's
request has fenced the property to shield the neighborhood from the
wrecking yard business being operated at the site.
The question staff has for Council is how diligently does Council want
our zoning and other codes enforced in this neighborhood. A drive
through the neighborhood reveals dilapidated houses, improper parking
and junk. It has been suggested that Council hold a neighborhood
meeting in one of the local churches and receive input from residents. It
is sometimes difficult to gauge an appropriate level of enforcement. It is
my opinion that if we start an enforcement program, we would need to
enforce everything that comes to our attention. At this time, the Police
'' are enforcing the junk car ordinance all over town.
If Council decides on a neighborhood meeting, I would suggest early in
June as a tentative date. If you have any other suggestions, please let me
knave. Of course, I would like to hear from each Council member
regarding this on -going problem.

Texas Parks & Wildlife Marina Site
Mr, Bob Hazard of Texas Parks � Wildlife telephoned today and asked if
the City of Sanger would object to an alternate site for marina
construction. The alternate site will be south of the FM 1190 boat ramp.
I told him as long as the marina is at the Sanger access site, I felt the
Council would not have any objections.
My understanding is that the T. P. & W. D. Prospectus will still specify
the Pond Creek Site, but will allow an alternate bid for a site south of
FM 1190. The time schedule will remain the same.

SUBJECT: Solid Waste
Attached is a surnrr�ary of the anticipated Solid Waste �Lar►dfill)
regulations pending for all operators prepared by a consulting
engineering firm for the Upper Trinity Water District.
The engineers from Alan Plummer and Associates stated that the current
cost estimates for the type of landfill development represented in their
report is $650,000 to $1,000,000 per acre.
If the census places Sanger's population at least 5,OOD, the State will
require daily cover. Currently our landfill is open three days per week.
Conceivably our contractual services with Bohman Construction could
triple from the current annual estimate of $19,200.
This current information reinforces the need to make a decision
concerning closure or other alternatives for our landfill.
Just for information purposes, on March 25, 1990, the City billed 1,172
residential customers for solid waste collection. Each $100,000 required
to operate the landfill would cost a residential customer $7.10 in addition
to the basic collection contract of $6.25 per month. Therefore, if $50030011
were required for annual landfill operation, the customer would pay
$35.50 + $6.25 or $41.75 per month for residential solid waste collection;
if a million dollars were required, the bill would be $71.10 + 6.25 or
$77.35 per month. Of course this does not take into account a price
increase by our collection contractor. As you can see if we choose to keep
the landfill open, it is going to become extremely expensive for our
customers.

SUMMARY OF PROPOSED SUBTITLE `D`
I. Operating Criteria
1. Daily cover vill be required on all sites,
2. Explosive gases control will be required,
3. Open burning will be prohibited,
4. 24-hour access control will be required on all sites.
5. Drainage control will be required to consist of run-on control
systems to prevent flow into active portions of the landfill
during a 25-year storm and run-off control systems to collect and
control the volume of a 24-hour, 25-year storm.
6. No discharge of water from a landfill will be permitted unless it
is in accordance with the Clean Vater Act,
7. Liquids will not be allowed to be accepted at a landfill to
include vacuum truck wastes,
8. A program must be implemented to detect and prevent the disposal
at the facility of regulated hazardous wastes and PCB's.
II. Closure and Post -Closure Criteria
1. All sites will have to submit a closure and a post -closure plan
for approval. New sites have to have these plans at the time of
permit application,
2. The post -closure maintenance period will last a minimum of
30 years.
3. Financial assurance for proper closure and post -closure
maintenance will have to be provided for the life of the landfill
and the post -closure period. Only federal and State-owned
facilities would be exempt. The amount of financial assurance
will be based on a detailed, annually revised, cost estimate as
to what it would cost for a third party to effect proper closure
or post -closure remedial action.
III. Design Criteria
1. Nev landfills and new units (trenches) within existing landfills
will be designed against an allowable groundwater carcinogenic
risk level and may be required to have liners and leachate
collection systems. The allowable risk le�tl would apply to the
site boundary and would be based on a lifetime cancer risk leve
(due to continuous lifetime exposure) within a range from 1X10'
to 1X10- (one case of cancer per 10,000 persons exposed to one
case per 10,000,000 persons exposed),
2. Completed sections of an existing landfill would not have to be
retrofitted for liners and leachate collections systems, but
would have to have a proper final cover and cover maintenance.
V. Groundwater Monitoring Criteria
1. All new sites will be required to monitor the groundwater. The
sampling requirements will be intense and will go through the
30-year post -closure maintenance period.
2. Previously filled areas within existing landfills will be exempt
from groundwater monitoring requirements only if the permittee
can demonstrate that there is no potential for migration of
hazardous constituents to the uppermost aquifer during the active
life of the landfill and the post -closure care period.
