ORDINANCE # 86-13
AN ORDINANCE OF THE CITY OF SANGER, TEXAS, AMENDING THE
CODE OF ORDINANCES BY AMENDING CHAPTER 3, SECTIONS 4 AND
51 ESTABLISHING ELECTRICIAN'S LICENSING PROCEDURES; PRO-
VIDING FOR TESTING PROCEDURES AND FEES, AND PROVIDING FOR
AN EFFECTIVE DATE, A PENALTY CLAUSE AND A SEVERABILITY CLAUSE
AND REPEALING ALL ORDINANCE IN CONFLICT.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SANGER,
TEXAS, THAT:
SECTION 1. ELECTRICAL CODE
4-D. Licenses
(2) (a) Applications in general.. To obtain a master
or journeyman electrician license or homeowner's
permit license, an application shall be made in
writing to the city secretary of the City of Sanger.
The application shall show the applicant's name and
such other information as herein after prescribed by
this section or by the administrator responsible for
said function. Any person wishing to obtain a master
or journeyman's electrician license or a homeowner's
permit license shall so indicate to the city secretary
of the City of Sanger at least fourteen (14) working
days prior to the testing date for verification, by
the licensing authority of the applicant's eligibility.
(2) (b) Applications for TZaster Electrician's 7,icense.
Applicants for master electrician's license shall
show evidence of having had at least five (5) years
experience in the installation, alteration, repair,
and maintenance of electrical equipment, wiring and
apparatus. Applicants shall furnish the name and
address of former employers, period of time employed,
and in what capacity, proof of which shall be furnished
in a manner satisfactory to the administrator responsible
for said functions.
(2) (c) Applications for Journeyman Electrician's License.
Applicants for a journeyman electrician's license shall
show evidence of having had at least three (3) years
experience in the installation, alteration, and repair
of electrical equipment, wiring, and apparatus.
Applicants shall furnish the name and address of
former employers, period of time employed, and in
what capacity, proof of which shall be furnished in a
manner satisfactory to the administrator responsible
for said functions.
(3) (a) Issuance of Licenses.
Issuance of Master or Journeyman Electrician's License.
An examination shall be made available to applicants on
the 20th of each month, (or the Friday preceding the 20th
if the 20th should fall on Saturday or Sunday), and an
examination fee of One Hundred Dollars ($100.00) shall
be paid in advance by applicants taking the examination
for a Master Electrician's License and Fifty Dollars
($50.00) for applicants taking the Journeyman Electrican's
examination. This fee shall apply toward the initial
license fee if applicant successfully completes the
examination. The examination fee shall be retained
by the city if the applicant fails the examination.
In the event that the applicant should fail the
examination he/she will be allowed to retake the exam
at the next scheduled exam date provided, he/she pays
in advance another examination fee as described above.
If an applicant fails the exam the second time, the
applicant will be ineligible to take the exam for a
period of a minimum of six (6) months from date of

The exam will be an open book; (National Electric
Code only), exam with a four (4) hour time limit.
Any applicant which is caught talking or out of his
chair or who leaves the examination room will be
considered finished and will be graded as such.
Any applicant who violates any of the above pro-
cedures will automatically fail the exam and be
denied a license.
(5) License Fees.
(b) A fee of Twenty Five Dollars ($25.00) shall be
paid annually by each holder of a.master electrician's
license for the renewal of the license. A fee of
Ten Dollars ($10.00) shall be paid annually by
each holder of a journeyman electrician's license
for the renewal of the license. No renewal will
be allowed for a homeowner's license after construction
is finalized on his home.
(c) Each master and journeyman electrician's license
shall automatically expire on December 31st at 12:00 p.m.
of the year of issuance unless the required annual
renewal fee is paid in advance of the expiration date.

Enclosed is an Ordinance amending .Chapter 3, Section 4 & 5
of the Sanger City Code and inserting a section on testing
procedures to clarify any questions which has or will arise
from time to time.
The only change in fees will be a slight increase in the
Master's and Journeyman renewal fees which will be increased
by only five dollars ($5.00) each year.
This ordinance also includes a section which does not allow
the renewal of a Homeowner's license after final construction
of his/her own home.
