09/15/1986-CC-Minutes-Regular291. MINUTES: City Council Meeting (Taped) September 15, 1986 MEMBERS PRESENT: Mayor Nel Armstrong, Jerry Jenkins, Freddy Inman, Harvey W. Thomas and Carolyn Adkins MEMBERS ABSENT: Danny Spindle OTHERS PRESENT: Steve Shutt, Mary Jo Stover, Richard Brown, Benny Erwin, and B. McMurray 1. Mayor Armstrong called the meeting to order. Rev. Dickie Amyx from the Bolivar Baptist Church gave the invocation. Mayor Armstrong led the pledge to the flag. 2. The minutes of the September 2nd meeting were approved as printed. 3. Motion was made by Harvey W. Thomas to approve the disbursements in the amount of $163,320.26. Jerry Jenkins gave the second. Voted-unan. 4. Citizen Input - None 5. Motion was made by Freddy Inman to deny the exemption request from the Peddler Ordinance. Jerry Jenkins gave the second. Discussion: Mayor Armstrong appointed Carolyn Adkins to select someone to help her and go over the Peddler Ordinance and come back to council with a recommendation concerning the fees and requirements. Jerry Jenkins volunteered to help Adkins. Voted unan. ___ 6. Motion was made by Freddy Inman that the final subdivision plat of Utility Park Addition be accepted. Harvey Thomas gave the second. Voted unan. 7. Item to consider.rules and regulations policy for Sanger Police Department Reserve Officers was tabled on a motion by Jerry Jenkins for further study. Freddy Inman gave the second. Voted unan. 8. Mayor Armstrong declared the 2nd public hearing open on the annexation request from Porter, Souther, Jenkins, Patton and the City of Sanger. No comments for cr against the petition for annexation. Mayor Armstrong declared the hearing closed. 9. Mayor Armstrong declared the 2nd public hearing open on the annexation request from William B. Bell. No comments were voiced for or against the request. Mayor Armstrong declared the public hearing closed. 10. Motion was made by Harvey W. Thomas to adopt Ordinance No. 86-20 annexing property from Porter, Souther, Jenkins, Patton and the City of Sanger into the corporate ILL of the City. Carolyn Adkins gave the second. Voted unan. Mayor Armstrong read aloud the letter of resignation from City Secretary Mary Jo Stover. Motion was made by Jerry Jenkins to accept the resignation. Carolyn Adkins gave the se ond. Voted unan. 13. 14. City P•'tanager's Report: (a) Steve advised council that the Section 8 training would be conducted in Sanger. Richard Brown to be Local Operator. (b) Steve stated that the Budget would be to council on Thursday. That notice had been put in the paper for the hearing. (c) Advised council of the meeting with Travis Roberts which he scheduled for Thursday at 3:00 p.m. to discuss the street improvements project. Mayor A�:nstrong called for a Special Called Meeting for Thursday, September 18, 1986 at 3:00 p.m. in order to take action in the advertising of the bids. Agreed. (d) The city manager updated council on the health condition of Jerry Don Linn. He is better but still in the hospital. (e) Urged council to fill the position of City Secretary as quickly as possible. Offered his assistance. Other Such Matters: (a) Carolyn Adkins reported a water leak at corner of 4th and FM. 455. Also stated site problems at the corners of Plum and 5th and Locust & 5th. Trees and bushes obstructing view. (b) Mayor Armstrong stated that the Health Department Agree- 293. ment had been left off the agenda. ReQuested that it be placed on the agenda of the special meeting called for Thursday. (c) Carolyn Adkins complimented the police reserves for their help with the Sellabration. (d) Mayor Armstrong gave formal thanks to all city employees --, for the extra efforts in helping with the Sellabration. 15. Mayor Armstrong called the meeting into exectuive session. 16. Mayor Armstrong reconvened the meeting into open session. Motion was made by Freddy Inman to sustain the action of the department heads. Jerry Jenkins gave the second. Voted unan. 17. Tom Stang and Travis Roberts with Hunter Associates spoke regarding material that was distributed on various streets which were to be placed on a bid contract. The bid would include the following: Various roads to be resurfaced with an asphalt penetration surface or with an alternate asphalt concrete surface.
