Director Hammonds briefly goes over the staff report. She explains that this a minor plat located on
Jones street. They are proposing to create 3 lots. All lots will have access from Jones St. All lots
will have approximately 62 feet frontage on the public right of way. The property is located in the
City of Sanger and is zoned SF10. She explains that the applicant did resubmit something today
but she has not had time to review. Staff recommends approval with the condition that all
comments are met by City Council.

that is the zoning for Sanger Circle Phase 6. The batch plant will have to meet all of TCEQ requirements. A TCEQ
permit application has been submitted by the applicant. The temporary concrete batching plant will be located at a
distance of minimum 300 feet from the nearest residential dwelling unit.

Issues for Consideration
In recommending that a specific use permit for the premises under consideration be granted, the
City Council shall determine that such uses are harmonious and adaptable to building structures
and uses of adjacent property and other property in the vicinity of the premises under consideration,
and shall make recommendations as to requirements for the paving of streets, alleys and sidewalks,
means of access to public streets, provisions for drainage, adequate off-street parking, protective
screening and open space, heights of structures and compatibility of buildings.
Staff Recommendation
Staff recommends APPROVAL of the proposed SUP for Temporary Concrete Batching Plant use
with the following condition:
1. Temporary Batch Plant will only be used for the Sanger Circle Phase 6A and 6B
subdivision
Actions for Planning & Zoning Commission
The Planning & Zoning Commission shall make a recommendation on this proposed SUP to the
City Council.

BEEBE, TR 72B(2A), 155.8253 ACRES; PROVIDING FOR THE REPEAL OF ALL
ORDINANCES IN CONFLICT; PROVIDING FOR A SEVERABILITY CLAUSE;
PROVIDING FOR A PENALTY OF FINE IN ACCORDANCE WITH SECTION 1.109 OF
THE CODE OF ORDINANCE FOR VIOLATIONS; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, all Requests for A Specific Use Permit (SUP) were duly filed with the City
of Sanger, Texas, concerning the hereinafter described properties;
WHEREAS, due notice of hearings were made in the time and manner prescribed by law
and the Planning and Zoning Commission of the City of Sanger, Texas, duly covered and
conducted public hearing for the purpose of assessing a request for a Specific Use Permit (SUP)
on the hereinafter described properties located in the City of Sanger, Texas;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
SANGER, TEXAS:
SECTION 1. That a Specific Use Permit (SUP) to allow a Temporary Concrete Batching
Plant use is hereby granted for a period of 180 days from May 18, 2021 to November 18, 2021 and
may only serve the Sanger Circle Phase 6 subdivision. This is an approximately 0.70-acre site, on
property described as A0029A R. Beebe, Tr 72B(2A), 155.8253 acres, and shown in Exhibit A,
generally located west of Marion Road.
SECTION 2. All ordinances or parts of ordinances in conflict herewith are, to the extent
of such conflict, hereby repealed.
SECTION 3. It is hereby declared to be the intention of the City Council that the sections,
paragraphs, sentences, clauses, phrases and words of this Ordinance are severable and, if any
word, phrase, clause, sentence, paragraph, or section of this Ordinance shall be declared
unconstitutional by the valid judgment or decree of any court of competent jurisdiction, such
unconstitutionality shall not affect any of the remaining portions of this Ordinance, since the same
would have been enacted by the City Council without the incorporation in this Ordinance of any
such unconstitutional word, phrase, clause, sentence, paragraph, or section.
SECTION 4. Any person, firm or corporation who shall violate any of the provisions of
this article shall be guilty of a misdemeanor and upon conviction shall be fined in accordance
with the general penalty provision found in The Code of Ordinances, Section 1.109 General
Penalty for Violations of Code.

the publication of the caption, as the law and Charter in such cases provide.

Case Overview
The applicant is proposing to create 3 lots of .194 acres, .194 acres, and .217 acres from 3 unplatted
tracts. All the lots will have access from Smith St. All lots will have approximately 62 feet of
frontage on the public ROW. The applicant is dedicating .009 acres for ROW. The property is
located in the City of Sanger and is zoned SF-10. The property does not meet City of Sanger
Subdivision Regulations. Applicant is requesting a variance from the following regulation in the
Subdivision Ordinance:
1. Section 10.106(b)(2)(C)(i) to allow existing Smith St pavement width and material to
remain.
Staff has reviewed the plat and applicant has addressed staff comments.
Staff Recommendation
Staff recommends APPROVAL.
Actions for Planning & Zoning Commission
The Planning & Zoning Commission should approve the plat if it finds it to be in conformance
with the subdivision requirements.
Future Actions
The City Council is scheduled to consider the application at the regular meeting on Monday June
7, 2021.

Case Overview
The applicant is proposing to split the previously approved Sanger Circle Phase 6 into two phases
Sanger Circle Phase 6A and Sanger Circle Phase 6B. This plat is for Sanger Circle Phase 6B and
will create 182 residential lots from 49.09 acres. The lots will have access from Avion Drive, Liga
Lane, Enclave Drive., Elite Drive., Kristoff Lane, Baccarat Lane, Casa Magna Lane, Padron Lane,
and Zino Lane. The property is located in the City of Sanger and is zoned SF-10. The property
meets the City of Sanger Subdivision Regulations.
Staff has reviewed the plat and provided comments to the applicant.
Staff Recommendation
Staff recommends APPROVAL with the condition all staff comments are satisfied prior to City
Coucil.
Actions for Planning & Zoning Commission
The Planning & Zoning Commission should approve the plat if it finds it to be in conformance
with the subdivision requirements.
Future Actions
The City Council is scheduled to consider the application at the regular meeting on Monday June
7, 2021.
