Phillip Surles called the meeting to order at 7:09 p.m.

Sally Amendola made a motion to accept the minutes as presented. Motion was seconded by Bo
Cooper. Motion passes unanimously with a 60 vote.

Consider, Discuss and Act on the Minor Plat of Lot 1, 2, and 3 Block A of Hall & Sears Addition,
Being 0.880 Acres, in the City of Sanger, and Generally Located on the East Side of Jones St and
Approximately 526 Feet South of the intersection of E Willow and Jones St.
Director Hammonds briefly goes over the staff report. She explains that this a minor plat located on
Jones street. They are proposing to create 3 lots. All lots will have access from Jones St. All lots
will have approximately 62 feet frontage on the public right of way. The property is located in the
City of Sanger and is zoned SF10. She explains that the applicant did resubmit something today
but she has not had time to review. Staff recommends approval with the condition that all
comments are met by City Council.

Sally Amendola asked why is there not sidewalks on Union Hill.
Matt Fuller wants to clarify the first variance. Matt Fuller states he does not agree with them not
having to improve Union Hill road as the City will have to be responsible to do the improvements
later.
Tracy explains that only half of the street is in the City limits.
Phillip Surles makes a motion to approve with the condition all comments are met by City Council.
Jason Miller seconded the motion. The motion passes with a 60 Vote and Matt Fuller abstained
from the vote.
5.Bolivar Heights Addition Replat
Conduct a Public Hearing and Consider, Discuss and Act on the Replat of Lot 1 of the Bolivar
Heights Addition, within the City of Sanger’s Extraterritorial Jurisdiction, Being 5.718 Acres, and
Generally Located on the North Side of FM 455 and Approximately 1200 West of the Intersection
of FM 455 and Sam Bass Rd.
Director Hammonds goes over the staff report and summarizes.
Phillip Surles opens the Public Hearing at 7:19 p.m.
Public Hearing Closes at 7:20 p.m.
Matt Fuller makes a motion to approve. The motion is seconded by Sally Amendola. Motion
passes unanimously with a 70 Vote.

Case Overview
The applicant is proposing to create 3 lots of .258 acres, .258 acres, and .257 acres from 2 unplatted

Staff Recommendation
The applicant has not addressed all of staff’s comments. Staff recommends APPROVAL WITH
A CONDITION that all City of Sanger comments will be addressed prior to City Council
approval.
Actions for Planning & Zoning Commission
The Planning & Zoning Commission should approve the plat if it finds it to be in conformance
with the subdivision requirements.
Future Actions
The City Council is scheduled to consider the application at the regular meeting on Monday April
5, 2021.

Request is for a Minor Plat of Hall & Sears Addition creating 3 residential lots, being
approximately 0.880 acres, prepared by All American Surveying, submitted on 02/10/2021. Below
are the comments that should be addressed prior to recommendation to City Council for approval.
Resubmit the revised plat along with a response letter addressing all comments.

construction plans, any improvements required and the filing of the plat.
Resubmit the revised plat along with a response letter detailing how each item has been addressed.

1. FYI: Platting process and civil construction plans associated with public improvements required or
associated with the development are handled under separate processes. Comments provided with
civil plans have been provided at this time as a convenience and will need to be addressed prior to
public improvements. Plat will not be allowed to be filed until all public improvements associated
with development haver been constructed and approved by City. If any comments provided with
civil engineering review necessitate changes to the plat, the developer may be required to resubmit
a new plat application and process through Planning & Zoning and City Council for approval.
Plat:
2. Plat does not represent Denton CAD Old Tracts 302 & 303, current tracts 61 & 62. There is a 21.2’
discrepancy between old tracts and a discrepancy of 9.61’ to new tracts. The remainder of the
property shown in deed submitted (2005-7779) needs to be accounted for. This needs to be shown
as remainder or to whom this will be dedicated. Deed shows 0.892 acres and Plat shows 0.880
acres.
Developer may need to determine if remainder of tract need to be included in a plat to be able to
dedicate to adjacent property to the north. Otherwise, adjacent property may need to be platted if
any future improvements are to be done on property to the north.
3. The City may forgo normal requirements for Preliminary Plat if allowed to do so per City Code and if
allowed at discretion of the Director of Development Services. However, Plans will need to be
provided showing any and all public improvements required to support development, as shown on
the preliminary plat checklist or at the direction of the City Engineer.

Drainage calculations submitted show the width of flow in drainage swales to be ~13.2’ without any
freeboard. Minimum width of drainage easement is 15’ wide.
Civil plans required / Public Improvements:
8. Developer/engineer to get determination from Sanger Postmaster if approved for individual
mailboxes or if cluster mailboxes with paved access, pull-off & easements required.
9. Show location of existing water mains and appurtenances, location of existing sewer mains, laterals
and appurtenances, & existing storm drainage flow lines

13. Per City Code Sec. 10.105 (4) (G) Lot Grading: Finished grade for the building site will be not less
than six inches (6") above the top of the curb grade or alley pavement or two feet (2') above the
adjacent base flood elevation as defined by the Federal Emergency Management Agency,
whichever is greater. In any case, the property line grades adjacent to the street should not be
below the top of curb grade.
Provide proposed grading showing how grading adjacent to street in proposed right-of-way and
across lots shall be provided for.
Per Code Section 10.106 (9) Channels: 1’ of freeboard is required between channels and 100 yr
water surface elevation t top of curb (pavement) elevation.
14. Show grading and how proposed sidewalks shall be provided by homebuilders.
15. Is drainage from street culverts going to be directed along frontage of Lot 2 across frontage of Lot
3?
16. How will driveways and lots be graded? Provide minimum culvert sizes and calculations for each lot
if culverts will be necessary.
17. Lot/swale grading will need to be adjusted to reduce velocity at end of swales to eliminate
concentrated flow or provide sheet flow when leave property.
Variances required:
City Code Chap. 10 Sec. 10.105 (4) (C) Lot Shape, to allow for lots to exceed 2.5 times width.
City Code Chap. 10 Sec. 10.106 (b) Street Paving to allow existing street width and materials to
remain.
The comments provided are not exhaustive. Additional comments may be provided based on submittal of
information lacking from initial submittal, resubmittal of incomplete or revised plans, documents, reports
or exhibits, etc., a review of new information provided and revised plans, and review of civil construction
plans.
The proposed plans and construction must meet all City of Sanger regulations irrespective of the review
comments provided.
