Sally Amendola made a motion to accept the minutes form 09/14/20. Motion was seconded by Bo
Cooper. Motion passes unanimous. (50 Vote)
4.Kenning Addition Minor Plat
Consider, Discuss and Act on the Minor Plat of Lot 1, 2, and 3 Block A of Kenning Addition, Being
16.96 Acres, in the City of Sanger’s ETJ, and Generally Located on the North Side of Lois Road
and Approximately 40 Feet East of Burlington Northern Santa Fe Railroad.
Director of Development Services summarizes and goes over the layout of the plat. She explains
that staff has given comments but they have not addressed them at this time. Ramie explains that
Lois road is not considered a residential class street. She state staff would recommend approval
provided all staff comments are met by October 21st.
Sally Amendola asked if we would be asking for a reconfiguration.

North of Union Hill Road, and Approximately 2500 Feet East of the Intersection of FM 455 and
Union Hill Road.
This item had been withdrawn.
6.Sanger Circle Phase 6 Temporary Batch Plant SUP
Conduct a Public Hearing and Consider, Discuss and Act on Ordinance # 102820 Regarding a
Specific Use Permit for a Temporary Concrete Batch Plant Use for Sanger Circle Phase 6
Development; Generally Located West of Marion Road.
Phillip Surles Opened Public Hearing at 7:02 p.m.
Director of Development Services Ramie Hammonds summarizes. She explains that this was
already brought to the board last December. She states they got the batch plant permit early and
they weren't ready when they received the permit so it did expire. She explains that having the batch
plant on site will cut down on all the big trucks driving up and down the streets. She did say she
only requests one stipulation is this plant can only serve for Sanger Circle Phase 6.
Staff recommends approval with the stipulation the plant can only serve Sanger Circle Phase 6.
Justin Owens 4112 Bridle Path stands to speak to the board. He explains some of his concerns
with the batch plant. He said currently people are already working past 8 pm and it is very noisy.
He said they disturb them in their houses and upset their animals. He requests that the plant be
moved further to the West. He also says they are already having problems with 18 wheelers driving
up and down their road now.
Ramie Hammonds does explain that the work hours are from 7a.m. to 7p.m. Monday thru Friday
and 8 a.m. to 4 p.m. on Saturday. They will need to contact the police department if workers are
working during any other times.
Close Public Hearing at 7:16 p.m.
The board has a brief discussion.
Matt Fuller makes a motion to approve starting on November 3rd also not to exceed 180 days and
is only allowed to serve Phase 6 of Sanger Circle.
Phillip Surles seconded the motion. Motion passes unanimous (60 Vote)

7.Utility Road Zoning Change
Conduct a Public Hearing and Consider, Discuss and Act on Ordinance # 102920 Regarding a
Zoning Change from Agricultural (A) to Industrial – 1 (I1) of Approximately 3.0 Acres of Land,
Described as IESI Industrial Park Lot 2, Within the City of Sanger, and Generally Located East of
the I35 Approximately 1400 Feet East of the Intersection of I35 Frontage Rd and Utility Rd and
Approximately 70 feet West of Burlington Northern Railroad.
A motion was made by Matt Fuller to Motion. The motion was seconed by Bo Cooper.
Open Public Hearing 7:28 p.m.
Ramie summarizes and goes over the staff report. She explains that the applicant is requesting to
change to a I1 zoning. Other properties around are also I1.
No one approached to speak.
Close Public Hearing 7:31 pm
Motion was made by Matt Fuller to approve zoning change. Bo Cooper seconded the motion.
Motion passes unanimously.

The applicant is proposing to create 18 residential lots of a minimum 1 acre each from a Preliminary Platted tract. The
property is located in the ETJ of the City of Sanger. The property will be served by Bolivar Water, Coserv Electric, and
will have onsite septic for sanitary sewer. The property is located in the City of Sanger ETJ and therefore no zoning
regulations apply. The property meets City of Sanger Subdivision Regulations.

Case Overview
The applicant is proposing to create 18 residential lots of a minimum 1 acre each from a
Preliminary Platted tract. The property is located in the ETJ of the City of Sanger. The property
will be served by Bolivar Water, Coserv Electric, and will have on-site septic for sanitary sewer.
The property is located in the City of Sanger ETJ and therefore no zoning regulations apply. The
property meets City of Sanger Subdivision Regulations.
Staff has reviewed the plat and provided comments. Applicant has not addressed staff comments
at this time.
Staff Recommendation
The applicant has not addressed all of staff’s comments. Staff recommends APPROVAL WITH
A CONDITION that all City of Sanger comments will be addressed before City Council approval.
Actions for Planning & Zoning Commission
The Planning & Zoning Commission should approve the plat if it finds it to be in conformance
with the subdivision requirements.

On behalf of the property owner and Willow Tree Real Estate, of the above referenced
tracts, AEG is submitting a Final Plat application for a new subdivision, Meadow Green
Farm Estates. This proposed single family estate-style subdivision is located in the
extraterritorial jurisdiction of Sanger, on the west side of Metz Road, approximately 1,650
feet south of Lois Road. The overall property is approximately 97.9 Acres and will be
developed in multiple phases.
Phase 1 consisted of six (6) lots, Phase 2 proposes an additional eighteen (18) lots, each
approximately one (1) acre in size. It is unknown at this time how the approximately 67
acres remaining will be subdivided in the future.
Water line on Metz road will be tapped in two places with an 8” water line and Phase 2
lots will be serviced from these proposed water lines. Sanitary Sewer service will be
provided with individual Onsite Treatment Systems (septic). A Drainage Area Map has
been provided to show a majority of drainage will be directed to the pond(s) on the
south side of the site. Drainage will be conveyed in ditches on each side of the new
roads and in culverts under the roads when necessary.

1st REVIEW COMMENTS – Final Plat (Meadow Green Farm Estates Addition Phase II)
Request is for a Final Plat of Meadow Green Farm Estates Addition Phase II creating 18 residential
1 acre or greater lots, being approximately 24.97 acres, prepared by All American Surveying,
submitted on 11/18/2020. Below are the comments that should be addressed prior to
recommendation to City Council for approval. Resubmit the revis ed plat along with a response
letter addressing all comments.
Planning
1. Provide a signed and notarized copy of private restriction (if any), that are filed for record
in the office of the County Clerk.
2. Correct plat note #19, number of lots is 18 not 6 and the acreage is 24.97.
3. Provide name, address, and phone number of all utilities providing service to the
development and signature of each provider or a will serve letter signifying their ability to
provide service to the subdivision.
4. Provide a certificate of ownership statement with owner and notary signature.

5. The property is in the Extraterritorial Jurisdiction of the City of Sanger.
6. The Final Plat will be scheduled for Planning and Zoning (P&Z) Commission meeting on
Monday, December 14, 2020, and for City Council meeting on Monday January 4, 2021.
