Muzaib speaks briefly about project.  Open Public Hearing: 7:03 PM Thomas Muir stands to speak about the project.  First, I am a property owner adjacent to the property.  Obviously I am in favor of the proposed SUP.  I dont believe we have gotten any negative feed back on this project.  Secondly I am a member of First Baptist Church and involved in the process where it started as a mobile food pantry.  This is an extension of that ministry of the Church.  Thirdly I have been involved in the $300,000.00 grant that was in the paper.  It was given to the School District. First Refuge Ministries, First Baptist Church, and The City of Sanger actually are working together with the grant from Texas Health Resources.  The money will flow through the schools and will go to the behavioral health, food instabilities, and help put food into the schools and the ministries. It has been a collaborative effort.  There will be counseling. Paul Juarez stands to speak.  It started at the First Baptist Church and they have about 12 partners.  They provide free food, free medical, free counseling, and free dental.  Our first staff member Christy Daniel is here with us today.  Denton County life expectancy is 80.8.  Lewisville and Bridgeport were low at 78.8.  Sanger is by far the lowest at 74.8.   Thomas Muir brings up their location in Denton and asks if it has brought up any problems in the area they are located. Paul reassures that the place is well maintained and kept up with well.   Grant Bowles Pastor at First Baptist stands to speak.  When he first saw a First Refuge I immediately thought of this house.  It is almost the same scenario as this house.  The one in Denton is in more tight packed residential area than in Sanger. Thomas Muir speaks again.  In the capacity as a Mayor we have been looking for sometime how to get people transported to services like this.  A lot of these services are out of Denton and transportation is hard to get them to these places.  He stated there is another member wanting to speak. Public Hearing Opens 7:36 PM Glenna Stevenson 923 N. 7th  She is wondering why are we re­platting?  She was confused by the mail out and was thinking it had something to do with her property. Muzaib explains that it is a Church and gives more details on the project for the citizen. In the PD document the side yard was incorrectly listed at 8 feet. This PD amendment attempts correct the side yard setbacks in Ranger Creek Phase 2 PD. This amendment also attempts to include minimum dwelling unit size of 2,000 square feet for all lots within the Ranger Creek Phase 2 PD. According to the applicant, currently approximately 75% of the lots are built out with a minimum dwelling unit size being 2,000 square feet. This requirement is being added to the PD to maintain consistency in dwelling unit sizes for the rest of the lots as well as for future redevelopment. Staff Findings The proposed rezoning is in conformance with the Comprehensive Land Use Plan and the Future Land Use Plan. The Future Land Use Plan (FLUP) designates the subject properties as Urban Low Density Residential, which allows single family detached dwelling units developed at a density of under six units per acre. The proposed development contains 68 detached residential dwelling units on an area of 17.424 acres. The proposed density of the development will be 4 units per acre. While the Comprehensive Land Use Plan does not specifically require a zoning designation for a certain property, it establishes a general relationship for land uses throughout the City. Staff Recommendation Staff recommends APPROVAL of the proposed PD amendment. Actions for Planning & Zoning Commission The Planning & Zoning Commission shall make a recommendation on this proposed rezoning to the City Council.
