Phase one is a nightmare and the next phase will be just as bad. They have flood issues since the new development has started. She speaks about the dangers of flooding. To conform to our updated subdivision review process, Final Plat application will not be accepted without an approved civil/construction plan set attached with the final plat application. This process is in effect since 9/3/2019. Any project submitted on or after 9/3/2019 will have to conform to the new process. The CR 200 Phase 3 Final Plat was submitted before 9/3/2019 so this process update does not affect this project. Staff Recommendation The applicant has not addressed all of staff’s comments. Below are the comments that should be addressed prior to recommendation to City Council for approval. Resubmit the revised plat along with a response letter addressing all comments. Planning 1. Describe and locate all permanent survey monument, pins, and control points and tie and reference the survey corners at two points to the Texas State Plane Coordinate System North Central Zone 1983-1999 datum. The Point of Beginning (POB) shall be clearly marked including State Plane Coordinates, NAD 83. 2. Cul-de-sacs in residential additions shall not be longer than 600ft from the nearest intersection. And there shall be provided at the closed-end a turnaround having a minimum outside roadway diameter of 81ft. 3. CR 200 Phase 3 does not conform to the preliminary plat. The preliminary plat shows Daphne Lane making a loop with County Road 200 and Phase 3 containing 33 lots. 4. The name of the subdivision must conform to preliminary plat CR 200 Estates Addition and Final plat of phase 1&2 CR 200 Estates Addition. Revise the plat to correct the Subdivision name. 5. All lots in the ETJ with septic system must be minimum 1-acre excluding any easements and floodplain. Provide the acreage of each lot excluding all easements on the lots. 6. Add location of existing and proposed fire hydrants if any. 7. Show existing and proposed FEMA 100-year floodplain boundaries and elevation. Include minimum finished floor elevations (minimum 2 feet above the 100-year elevation) of all lots adjacent to floodplain. If the site does not contain a floodplain, note that: “No 100-year floodplain exists on the site.” 8. A Parkland Dedication fee of in lieu of land is required to be paid for all residential developments within the ETJ and City limits before filing of the plat. The fee is calculated as $274.00 per dwelling unit. 9. The plat has been sent to Denton County Planning for review. Informational comment: This development shall meet the requirements of the City of Sanger and Denton County (the more restrictive code shall apply). Cooke County, in addition to City of Sanger Fire requirements shall apply to proposed roadway sections in Cooke County. 5. Construction Plans for public improvements necessary for the development of this property, will be required to be approved by Cooke County prior to the approval of City of Sanger Engineering department. 6. Civil construction plans shall at a minimum, meet City of Sanger and Denton County submittal requirements. 7. The plat shall state if the subject property is located within the Extra Territorial Jurisdiction (ETJ) of any city. 8. The perimeter boundary of the subdivision shall be shown with bearings and distances, references to a corner of the original survey. 9. Per Sanger Code Sect. 5.01 L. Cul‐de‐sacs in residential additions shall not be longer than six hundred feet (600'). Daphne Lane shall be extended to west with this phase , or a second point of emergency access will be required to be constructed to International Fire Code 2015 requirements (26’ wide). 10. Portions of Daphne Lane in Cooke County will be required to meet Fire department access & loading requirements. 11. Residential/Estate street paving shall be a minimum of twenty‐eight feet (28') in width, measured from edge to edge of pavement. 12. A drainage plan will be required showing existing & proposed drainage. 13. A grading plan will be required showing proposed ditch channel grading including 100 yr (1% event) flooding elevations and necessary freeboard of channels. Page 2 of 3 14. Detention shall be required to pre‐existing conditions or a downstream assessment will be required per Denton County standards. 15. Any storm water drainage from public right‐of‐way across private property shall require a drainage easement. Additional drainage easement on this property and on adjacent properties may be required for this development. 16. Driveway culverts shall be sized for each residential lot and table shown on plans. 17. Add note: “A driveway culvert permit must be obtained from the Road and Bridge Department by the owner of each lot prior to the construction, installation or placement of any driveway access improvements within the dedicated right‐of‐way.” 18. Informational comment: Any off‐site easements necessary for the development of this site shall be required to be filed before approval of construction. 19. It appears that Pond Creek Tributary 6, which may be considered Waters of the United States, may cross lots 11, 12 & 13. A wetlands and jurisdictional waters determination shall be required with this development. 20. Any proposed construction activity within the Texas Power & Light Company may require TL&P approval. 21. Informational Comment: TP&L Co easement reference shown on Preliminary Plat 493/270 is incorrect. Correct easement reference will be required. 22. A geotechnical report shall be required for site grading & pavement recommendations. 23. Public water improvements are required with these plans. Fire hydrants are required and spaced per IFC 2015. 24. 8 in. diameter water mains are required. 25. If fire flow requirements cannot be currently met by Bolivar water department, the body of the fire hydrants shall be painted black. 26. Street lights shall be required with this development at 400’ maximum spacing and shall be at no cost to the City of Sanger for installation or electric usage. 27. Street signage shall be required. 28. All public improvements shall be constructed and approved prior to the filing of the plat. 29. A developer’s agreement with the City of Sanger shall be required prior to the release for construction. 30. A Public Utility Easement a minimum of 5’ in width, parallel to and connecting to proposed right‐ of‐way shall be provided outside of exclusive easements to provide for future utilities. 31. Cooke County subdivision regulations adopted in January 2019 require construction plans consisting of road plan, drainage plan, water utility plan and wastewater utility plan. (Wastewater plan would not be applicable for this project.) 32. Civil construction plans will need to be approved prior to the release of construction. All public improvements will need to be constructed and approved prior to filing of the plat or sale of lots. 33. Drainage & grading will be reviewed to determine if additional non‐exclusive drainage easement may be needed. 34. Fire Protection shall be provided per City & County Regulations 35. Cooke County Sub Regs state Fire Hydrant Locations and Hose‐Lay a. If fire hydrants are provided, fire hydrants shall be spaced no greater than 500 feet apart for a residential development and spaced no greater than 300 feet apart for a nonresidential development. b. If fire hydrants are provided, fire hydrant shall be placed at the entrance of all cul‐de‐ sacs. 4. Subdivision not Served by Fire Hydrants For a subdivision of ten (10) or more houses that is not served by fire hydrants, the Commissioners Court may require the Developer to construct a limited fire suppression system that provides adequate storage to pump 250 gallons per minute for a minimum of two (2) hours. Page 3 of 3 36. See additional requirements Cooke County Subd. Regs sect 7.10 regarding drainage easements needed if one lot flows across another. If flows from proposed southerly lots is to be across proposed lots drainage swales should be installed along shared property line, with drainage easements as needed. Phase 3 lots will need to drain to swales along streets. No lot drainage from this phase will be allowed across lots to north on Phases 1 & 2 without drainage easements. 37. Lots shall each be graded to direct runoff to dedicated drainage easements 38. The minimum allowable easement width for drainage swales per Denton County is 16’. 39. Additional comments may be forthcoming following Denton and Cooke County reviews, and with subsequent plat submittals and review of any civil construction plans.
