Director of Development Services Ramie Hammonds briefly goes over the project.  She explains the applicant is requesting four variances.  They are asking for a variance from the ordinance you can not build one unit on top of another.  They are asking the the height be increased from 35 foot to 44 foot, which would allow for 12 ft ceilings in the units.  They are asking for the 25 foot front yard set backs to be changed to 15 foot set backs to allow for more parking.  On 2nd street you are not allowed to park on the street so they would like to make a bigger parking lot.  Staff does see a hardship in the three variance request and would recommend approval.  The fourth request is they would like to not build a border fencing around the back of the property.  The ordinance does call for a border fencing as there is Industrial property to the east of the current property.  There is also a railroad track.   Staff does not see a hardship and see the fence would be a benefit. Leah Allison stands to speak to the board.  He states he is available for any questions from the board.  He briefly goes over what Director of Development Services Ramie Hammonds went over with the board. Phillip Surles asked about flood plain areas.  Director of Development Services Ramie Hammonds stated this property was not in the flood plain. Box 1729 Sanger, TX 76266 Re: Letter of Intent Variance Application regarding “Sanger Bank Remodel and Addition” Building Address: 501 North Stemmons Freeway Sanger, Tx 76266 Dear Ms. Hammonds: At the request of our client, Sanger Bank, we herein state our intent to request variances regarding the proposed site alterations within the scope of the Sanger Bank Remodel and Addition project. The project is an existing structure located within Lot 5R which is Zoned as a Business District, B-2. The site is adjacent to the current intersection of the I-35 Service Road and Pecan Street on the West side of I-35. The Lot continues west along Pecan to the intersection of Pecan Street and North Acker Street. Alterations to the site are being proposed to account for the future TxDOT I-35 / 455 expansion projects, as well as to provide an addition to the existing building and exterior drive-through teller lines. We believe that special conditions and circumstances surround the existing building, which are adequate criteria to receive variances from the board. Such variances would allow the construction of the proposed site alterations and building addition. We ask that the Board of Adjustment consider allowing a variance to the following ordinances: The City of Sanger Code of Ordinances: SECTION 23 "B-2" BUSINESS DISTRICT - 2: 23.3.1.c Rear Yard: The minimum rear yard setback shall be twenty (20) feet for any building, or structure. When an alley is not required, a solid masonry or wood wall of a minimum height of six (6) feet shall be constructed adjacent to the rear property line to provide a barrier between the adjoining use.  We ask the board to provide a variance to reduce the rear yard setback requirement from 20 feet to 15 feet. The existing Bank structure encroaches on this setback. Further, reducing this requirement also allows for the proposed addition, which implements additional operations space for the bank, provides handicap accessible toilets and a sprinkler riser room. 48.5 Minimum landscaping requirements for nonresidential uses, Business Districts: 48.5.1.a Landscape Area. Landscaping of twenty (20) percent of the total lot area shall be required. Not less than forty (40) percent of the total required on-site landscaping shall be located in the designated front yard.  We ask the board to provide a variance omitting the requirement to provide forty percent of the total required on-site landscaping within the designated front yard.
