07/09/2019-4A-Minutes-Regular MINUTES: 4A Sanger Industrial Development Corporation July 9th, 2019 MEMBERS PRESENT: Don Gillum, Elizabeth Springer, and Victor Gann MEMBERS Fred Yeatts ABSENT: OTHERS PRESENT: Director of Economic and Community Development Shani Bradshaw, Stefani Dodson Development Services, Jack Hooten Inspector, Thomas Muir Mayor, Jim Berman Public Works, John Springer 1. Tour Of Warehouse Tour started at 9:00 AM. A quorum was present for this tour. Stepping into the Warehouse and Shani introduces Jack Hooten the inspector. If we have any questions please ask. These areas through here are damage from water leaks, damage to ceiling tiles, damage to sheetrock, nothing major per say. But you can’t tell everything because it is a dropped ceiling. It has not always been a dropped it was a hard ceiling. Someone has done some type of remodeling at some point. In the front entry there is Romex wiring and it is not a loud in drop ceiling. From what I have seen it is water leaking. A year ago I saw where they had an igloo cooler catching the water. Don Gillum is there any reason that the maybe the storms could have caused this damage? Jack Hooten storms could have don’t it but not sure how long the roof has been leaking or when the last reroof was done. Shani there is 10 offices in the lower building. Shani is showing the different offices that have mold, or mildew from the leaks. There is also bubbling in the paint on the walls. She asks if there is any real electrical issues. Jack says there is not real way of telling unless he could see all of the wiring. Stefani notices a significant water leak area on a wall and points it out to Shani. Jim Berman said it was a new leak. Jack is pointing out the area of Romex wiring in the front area. He points out that it is not legal with drop ceilings. Area would need to be redone that has Romex. He points out you’re not going to know if there is any real water problems without having it all on. The group heads upstairs. Gillum stays down stairs. Jack points out the addition was not permitted and the windows are not correct. Hope there is in the wall. He points out that there is gas and it was illegal in the room. As they step onto a porch in the upstairs office Jack explains why it is unsafe and expresses it couldn’t have had a permit. Thomas Muir asks if the structure could be repaired with the minor issues. Jack explains there are multiple other issues as well. He explains that there is not bolts holding the porch up and since there isn’t any inspections done he would not know how it was put together. We are walking into the attic part. Jack points out the lack of insulation. He also points out electrical wiring just placed anywhere. A sewer vent that should be penetrating the roof but is open to the warehouse. He states there are a couple of the sewer vent that release into the building. Jack points out how bad the insulation is and it is not to code. Jack points out that under the stairs it is not to code and needs to be 5/8th x sheet rock for fire purposes. Jack is pointing out the rmax that is not legal in the water heater room. We are walking into the big warehouse space. Jack points out not bolts holding the porch. He can’t see how the porch is standing. Point out other imperfections of the porch. He points out that the engineered x-bracing was cut to put other things in. (A heater) The x-bracing is to help with the strength of the building and Jack points out multiple places they have been cut out and some have broken loose. Goes over the paint booth and points out the ventilation empties to the room. Jack said they will need to get an electrician out to try and figure out where everything goes. The exposed wiring is not legal. Springer asks if it was a sound building. Jack responds it look sound but it was engineered with the x-bracing and there are a lot cut and broke so he can’t say how sound the building is. Jack points out that a lot of the lines could be are gas or air lines but he isn’t sure since they are cut. Thomas Muir says the building was built for grain. Jack responds it may have been but he said the building was engineered with the bracing and he cant state that they are not needed. He explains if a company comes in we are going to do a CO Inspection and make it come to code. Jack explains that there is a loading dock out the south side of the building that holds water. Jim said the pump is on right now to start pumping the water. We head outside to the loading dock. Jim show them the pump and explains it has gone down a foot since the morning. Springer requests that we put up No Trespassing signs all over the property. We head to the front North West side of the building. Jack points out more panel issues. He explains that again an electrician needs to come through to let us know what is going on with all the electrical panels. Go into a room that has a lot of plugs. Air conditioner is in the room the room doesn’t have much damage so we move on. We move into the other restroom that is in need of cleaning an repairs. The board Thanks Jack for all his information.
