ABSENT: Carolyn Adkins OTHERS PRESENT: Lloyd Henderson, Mary Jo Stover, and John Rubottom 1. Mayor Cole declared the public hearing on the Annexation Petition for Mr. & Mrs. J. L. Wright open. There was no opposition. Mayor Cole closed the public hearing. Motion was made by Thomas to adopt Annexation Ordinance No. 83-13. Bridges gave the second. Voted unan. AN ORDINANCE ANNEXING TO THE CITY OF BANGER, TEXAS, A MUNICIPAL CORPORATION, CERTAIN LANDS SITUATED IN DENTON COUNTY, TEXAS, ADJACENT AND CONTIGUOUS TO THE CITY LIMITS OF BANGER, TEXAS, DESCRIBING SAID ANNEXED TERRITORY BY METES AND BOUNDS, AND PRESCRIBING THE EFFECTIVE DATE OF THIS ORDINANCE. 2. The minutes of the October l7, 1983 meeting were approved as printed. 3. Motion was made by Bridges to approve disbursements in the amount of $47,551.64. Spindle gave the second. Voted unan. 4. Motion was made by Thomas to adopt Ordinance No. 83-11 which amends Ordinance No. 83-9 regarding the issuance of license AN ORDINANCE AMENDING CHAPTER 9, SECTION 10 OF THE CODE OF ORDINANCES OF THE CITY OF SANGER, TEXAS DESIGNATING ONE-WAY STREETS; PROVIDING FOR A REPEAL OF ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; PROVIDING AN EFFECTIVE DATE; AND PROVIDING FOR A PENALTY FOR VIO- LATION. 6. Lloyd discussed options and plans for playground equipment at the Presbyterian Park Site. A total of $41,700 is al- located for the park project. It was the general consen- sus of council to go with the following option for play- -- ground equipment with some possible costs cuts in certain areas (bleachers, basketball goals and backboards). PLAYGROUND AND COMBINATION TENNIS/BASKETBALL COURT Tennis Court: Concrete Pad 120' X 601+ 7200' X $2.50 18,000. Fence 4,000. Post & Net 500. 2 backboards, goals & hoops 1,166. Lloyd advised council that the city would have to have an engineer`s drawing and that council would vote on the plan at a later date. 7. Motion was made by Bridges to appoint Mervyn Tucker as Fire Chief for the Sanger Volunteer Fire Department. -Inman gave the second. Voted unan. 8. Motion was made by Thomas to approve the Antenna Site Lease Agreement with RAM Broadcasting Company. Inman gave the second. Voted: unan. 9. _Other such matters: -� (a) Lloyd showed council three types of street signs that the city is presently using. He stated it was impos- sible to replace the original signs because they're not being made anymore. The new signs which are be- ing required in the subdivisions are extruded signs with a support at the top and bottom. They are also reflectionized. Prices vary on the quality of the signs from $19.00 to $44.00 for the better signs. The city has allocated $1500 in the budget for street signs (like the ones required in the subdivisions) per year with the $1500 allocation. Could replace entire city signs in less than 5 years. Council agreed upon the new signs at $44.00 each. 11 to journeyman electricians. Inman gave the second. Voted unan. AN ORDINANCE AMENDING CHAPTER 3, SECTION 4D (5) (a) OF THE CODE OF ORDINANCES OF THE CITY OF SANGER, TEXAS, ENTITLED INITIAL LICENSE FEE; PROVIDING FOR A REPEAL OF ORDINANCES IN CONFLICT, PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR AN EFFECTIVE DATE; AND PROVIDING FOR A PENALTY FOR VIOLATION. 5. Motion was made by Thomas to adopt Ordinance No. 83-12 which amends Chapter 3, Section 4D (3) (a) regarding Initial License Fee paid by Journeyman Electricians. Inman gave the second. Voted unan. AN ORDINANCE AMENDING CHAPTER 3, SECTION 4D (3) (a) OF THE CODE OF ORDINANCES OF THE CITY OF SANGER, TEXAS, ENTITLED ISSUANCE OF MASTERS OR JOURNEYMAN ELECTRICIAN'S LICENSE; PROVIDING FOR A REPEAL OF ORDINANCES IN CONFLICT, PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR AN EFFECTIVE DATE; AND PROVIDING FOR A PENALTY FOR VIOLATION. 6. Motion was made by Bridges to adopt the Resolution casting the City's 19 votes for Mary Jo Stover as a candidate to serve on the Denton County Tax Appraisal Board for '84-'85. Thomas gave the second. Voted unan. 7. The Ordinance setting speed limits on FM 455 and Loop 138 (5th Street) was discussed. Motion was made by Thomas to approve the Ordinance. Spindle gave the second. Discussion. Council pointed out several areas they felt should be recon- sidered for a lower speed limit. Councilman Thomas withdrew his motion and Councilman Spindle withdrew his second. Council requested that Lloyd contact the Highway Department and make the necessary changes. Item tabled until revisions are made. 8. Motion was made by Bridges to appoint Mayor Cole as Sanger's nominee for the Denton County Appraisal District Steering Committee. Thomas gave the second. Voted unan. 9. Motion was made by Spindle that the City participate in the 1984 - Federal Railroad Signal Program. Bridges gave the second. Voted unan. 10. Other Such Matters: (a) Lloyd reviewed the Street. Program Plan with Council. He stated that $134,000 was designated in the HUD project for streets. There are only two dirt streets in the City (Sims and First St.). The cost to do the two streets will be much less than the $134,000. Lloyd told Council that the City will be ready to start the street project about the first of March, 1984. Engineering consultations and fees were discussed. It was the general concensus of Council that Hunter do the specs. etc. (b) Lloyd advised Council that he had talked to a number of downtown property owners regarding this "New Life For Downtown" Seminar to be held in Austin. The Chamber of Commerce agreed to work with the City to help pay the expenses of the owner to attend but at this time, no one can go. (c) Lloyd stated that he had received one bid on the electrical plant equipment. Stated they would remove everything for scrap. Council requested Lloyd to ask for $10,000. (d) Council _questioned the city manager with regard to the water and sewer lines and taps at Joe Powell's ranch south of Sanger. The city manager was advised to collect a sewer tap fee from Powell. (e) Staff was requested to check into fees with regard to the cutting of city curbs (for driveways, etc.) 12 Motion was made by Bridges to adjourn. Voted unan. Meeting Adjourned. Mayor Cole opened the meeting Sanger Electric System summer Discussion. and reviewed with council the and winter rate schedule. Motion was made by Benny Bridges to keep the system on Summer rates and to review the rates at the first council meeting each month. Carolyn Adkins gave the second. Voted unan. 2. City Secretary Mayor MINUTES: City Council November 21, 1983 PRESENT: Lloyd Henderson, Mary Jo Stover, Narcisso Cano, C. G.. McNeill, Debbie McGuire, Linden Burgess, and David Amiaga, 1. The minutes of the November 7 and November 14, 1983 meetings were approved as printed. 2. Thomas made the motion to approve disbursements in the amount of $4,239.27. Spindle gave the second. Voted unan. 3. Motion was made by Spindle to approve Sanger Electric Capital Improve- ments in the amount of $6,320.26. Thomas gave the second. Voted unan. 4. Mr. Linden Burgess and Mr. David Amiaga with the State Highway Department met with Council to discuss speed limits on FM 455 and Loop 138. Mr. Burgess stated that speed limits within the city were not regulated just by City Ordinance. The city recently requested a speed zone study be done on Loop 138 (5th Street) and FM 455. Burgess told Council that 85% of the people who use the roadways set the speed limits. The speed study is taken, in the off peak hours (not during going to work, or coming home from work type hours). The study was done for a period of six
