PRESENT: Lloyd Henderson, Mary Jo Stover, Narcisso Cano, C. G. McNeill,
Debbie McGuire, Linden Burgess, and David Amiaga,
1. The minutes of the November 7 and November 14, 1983 meetings were
approved as printed.
2. Thomas made the motion to approve disbursements in the amount of
$4,239.27. Spindle gave the second. Voted unan.
3. Motion was made by Spindle to approve Sanger Electric Capital Improve-
ments in the amount of $6,320.26. Thomas gave the second. Voted unan.
4. Mr. Linden Burgess and Mr. David Amiaga with the State Highway
Department met with Council to discuss speed limits on FM 455 and
Loop 138. Mr. Burgess stated that speed limits within the city
were not regulated just by City Ordinance. The city recently
requested a speed zone study be done on Loop 138 (5th Street)
and FM 455. Burgess told Council that 85% of the people who
use the roadways set the speed limits. The speed study is taken
in the off peak hours (not during going to work, or coming home
from work type hours). The study was done for a period of six

weeks at different points along the roadways. The highway staff
did the study in an unmarked vehicle with radar housed inside a
box. Qualified radar personnel was said to operate the equip-
ment. Burgess stated the Highway Department followed the laws
and procedures manual in doing the study. Discussion.
Mayor Cole and Council directed numerous questions to Burgess
regarding the speeds which their study showed were applicable.
(W.) From Bolivar -- FM 455 -- To Pilot Point (E)
The speed zones of the study on FrI 455 from West to East showed
the following:
From west city limits (55 mph) until you cross Acker Street.
Speed drops at Acker Street to (45 mph) to 7th Street.
Speed drops at 7th Street to (30 mph) to the Railroad Tracks
going east on FM 455. After crossing R.R. tracks speed
increases to 45 mph and then to 55 mph before leaving the city
limits going east.
Council wanted to lower the speeds coming in from Bolivar at the
west city limits line to (40 mph) and to (30 mph) at Acker Street
with no changes to the other zones.
On Loop 138 from the south to north the speed zone study showed
(40 mph) to the First Baptist Church, where speed drops to (30
mph) until you reach FM 455 intersection with Loop 138 with speed
increasing to (40 mph).
Council wanted to lower all the speeds on this study to (30 mph).
Mayor Cole and Council were very much opposed to the higher
speed limits that were denoted by the study.
Burgess said the highway department would base its determination
on how.85 percent of the people were driving.
Mayor Cole stated that on the highway, 85 percent of the people
didn't set the speed l=` ts., The speed limits are 55 mph and he stated
he could guarantee that 85 percent of the people were driving over
70 mph: and that the federal government had set the 55 mph. Mayor
Cole accused the highway department of using a double standard
because they would lose federal highway funds. Discussions con-
tinued.
Mayor Cole requested Council to reconsider its recent action by
ordinance which on behalf of the State Highway Department they
designated the service roads along I-35 as one-way. He also
requested reconsideration on the city's participation on the
Willow Street crossing and the designation of FM 455 as a truck
route.
Council recommended staff to put these items on the next Council
agenda for reconsideration.
5. Motion was made by Bridges to approve the Governmental Service
Agency Management Agreement for 1983-84 to manage the third and
last year HUD grant. Adkins gave the second. Voted unan.
6. The 15' variance request by Mr. Narcisso Cano at Lot 5, Block 2,
W. B. Shirley Addition was discussed at length. Mayor Cole stated
that 15' is not a human error but a case of someone thinking the
Council will grant a variance no matter what. Mayor Cole felt
that someone had told Cano not to worry about the variance, that
Council would grant it. Discussion. Freddy Inman felt the City
had to figure out a system to prevent this type of thing happen-
ing again. Mayor Cole stated that any other house in that
subdivision (W. B. Shirley) had better be set 25 feet back or be
prepared to tear it down.

(e) Bridges stated that he felt there would be lots of hay
and sand in the city's sewer lines from the Joe Powell
horse ranch. Lloyd stated he had talked with them and
they are to put in traps to keep this from happening.
Motion was made by Bridges to adjourn. Adkins gave the second.

1. The minutes of the November 21 meeting were approved as printed.
2. Thomas made the motion to approve the disbursements in the amount
of $359127.92. Bridges gave the second. Voted unan.
3. Motion was made by Thomas to adopt Ordinance No. 83-14 amending
the Zoning Ordinance, Chapter 11, Section 5 (d) requiring lot
line inspections on all construction. Corrections to be made
in the second paragraph under (d) as follows: omit the word
"any"; change the word "he" to the inspector. Inman gave
the second. Voted unan.
AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF
SAIQGER, TEXAS TO ADD SECTION 5 (d), CHAPTER 11, ENTITLED ZONING
LOT SETBACK LINE INSPECTION; PROVIDING FOR A REPEAL OF ORDINANCES
IN CONFLICT, PROVIDING FOR A SEVERABILITY CLAUSE; PROVIDING AN
EFFECTIVE DATE; AND PROVIDING A PENALTY FOR VIOLATION.
4. Motion was made by Adkins to approve the extra pay for extra
work of city employees. Employees with one year and less tenure
to receive $50. and employees with one year and more tenure to
receive $75. Contract labor on City payroll to be included
(i.e. Vernie Burns, Joe Mendoza, Charlie Canady). Bridges
gave the second. Voted unan.

8. Motion was made by Bridges to approve the amendment to the HUD
guidelines on the rental rehabilitation assistance program.
Spindle gave the second. Voted unan.
9. Motion was made by Bridges to approve the amendment to the HUD
Resolution establishing policy for providing optional relocation
payments under the 1982 CDBG program. Adkins gave the second.
Voted unan.
10. Motion was made by Bridges to adopt Ordinance No. 83-15 amending
the speed zones on Loop 138 and FM 455. Adkins gave the second.
Voted unan.
