Thomas Steve Shutt, Mary Jo Stover, John and Edith Garrison, J. P. and Esta Lou Morgan, Arlon and Thelma Newton, Mr. and Mrs. James Degan, Bennie Parrent, Mary E. Huston, Bill and Frankie Gentle, Dr. J. Clyde Chapman, John Porter, Jackson Fulgham. Mrs. J. E. Evans, Mary Jane and Edward Lane, E. Vern and Geneva L. Lane, Don Holson and Joann Richie, John D. Springer, Mr. and Mrs. A. E. Williams, and Tommy Forrester, and Joe Falls. 1. Mayor Armstrong called the meeting to order, gave the invocation and led the pledge to the flag. 2. Mayor Armstrong thanked those present for coming and explained. that the City of Sanger had a bit of a problem with the City of Denton expanding their E.T.J. limits. Mayor Armstrong explained the process whereby a city expands its E.T.J. and what each size city is permitted to annex. Home Rule and General Law city designations were explained. She explained that Denton has the power to annex property into their city without the property owner petitioning to be annexed. The City of 185. Sanger must be petitioned by the property owner and be contiguous with the existing city boundary. The Mayor explained that the City of Denton is now in the process of annexing down I-35 which will extend their E.T.J., unless Sanger can create a barrier consisting of property owners contiguous with the existing E.T.J. and requesting to come under Sanger E.T.J. the city could be completely engulfed by the City of Denton's E.T.J. and Sanger would be unable to expand and grow outside the extent of its existing E.T.J. She explained that those property owners that are on the border of Sanger's E.T.J. and Denton's E.T.J. have a choice as to what E.T.J. they wish to be included in. City Manager Steve Shutt gave the advantages of being in Sanger's E.T.J. (1) The availability to communicate with the community and not the bureaucracy of a large city. (2) The restrictions and regulations of a small city would not be as severe. (3) Economically more feasible. Councilman Jerry Jenkins explained in detailed the position of the city, what areas we needed to get petitioned immediately, and why the citizens were not contacted earlier. Jenkins further stated that the city did not realize the impact this would be making on Sanger. The Mayor, the council, and the city manager urged the property owners to give this careful consideration and make a decision as quickly as possible in order to disallow the City of Denton to cut the City of Sanger off by surrounding the city with its E.T.J. A discussion and answer time was allowed to all who attended. Mayor Armstrong adjourned the meeting. McMurray, Buddy Norville, Prentice Preston, Benny Erwin, Craig Snider, Bob Roberts, Ronny Jones, Mrs. George Culp and daughter, Mary Huston, and Eunice Gray 1. Mayor Armstrong called the meeting to order. Carolyn Adkins gave the invocation. Mayor Armstrong led e pledge to the flag. 2. The minutes of the October 7th regular meeting, the October 12th Emergency Meeting, and the October 14th Special Called Meeting were approved as printed. 3. After Council discussed several items on thEdisbursement sheet Harvey Thomas gave the motion that disbursements in the amount of $153,600.87 be approved for payment. Jerry Jenkins gave the second. Voted unan. 4. Motion was made by Harvey Thomas to accept Planning and Zoning's recommendation and approve the preliminary subdivision plat of lots 1 and 2, Block A, White Addition. Freddy Inman gave the second. Voted unan.
