1. I'he minutes of the June 21st meeting were approved as printed.
2. Disbursements in the amount of $28,593.29 were approved
on a motion by Danny Spindle. Benny Bridges gave the second.
Voted unan.
3. Motion was made by Danny Spindle to approve Sanger Electric
Capital Improvements for $3,510.28. Adkins gave the second.
Voted unan.
4. The City received one bid proposal on the HUD Audit - lst year
program. It was received from Maston A. Wright CPA - Denton,
Texas. The audit fee will be based on an hourly rate but will
not exceed $1,000. The audit will be completed within 30 days
after the notification to proceed is issued by the City.
Motion was made by Benny Bridges to accept the bid from Maston
A. Wright CPA. Danny Spindle gave the second. Voted unan.
5. Council gave consideration to the 1981 CDBG Performance Assess-
ment Report. This report was presented by John White, CDBG
Director, and it outlined all the program had accomplished for
the first year which included the following. (Please See Attached
Sheet)
White advised council that an additional $13,100. had been ex-
pended over the original contract on drainage due to the change
on the corner of Locust and 5th Street to alleviate a damming
effect which was created by the original design.
Ms. Elizabeth Sweetman, resident at the corner of 5th
and Locust was available to make comment regarding the 1981
CDBG Drainage Improvements Project.
Mrs. Sweetman stated what was done at the corner of 5th and
Locust did not fix the drainage problem. Water continues to come ovex the
streets over the sidewalks -and over the yards. Mrs.-Sweetman stated she
had rivers in her yard. Everytime a=•truck'=goes°dawn the street she said she
got an echo from the drainage pipes. She said she couldn't
put any dirt to fill in the low places in her yard because it
would just wash away.. She stated she had 205' of side yard
and that the ditch was so deep she would never be able to
mow it. She said the place looked like hell. She wanted
it to look nice and felt it wasn't fair that one person should
have all this. She stated she had rather have the water in
her yard than have those terrible ditches. She didn't
understand why the city didn't use the drainage ditches they
already had. She commented that as far as the front of her
property is concerned she couldn't mow that but she could
have mowed the side. She stated that she was told the property
would be put back like it was. She stated when anyone comes to
visit they would sink down in the walkway over the ditch. They put
gravel but you sink down in the gravel. There are a lot of loose
rocks.
Mayor Cole responded to Mrs. Sweetman's comments. He stated that all
the funds had been expended and the city had done everything they
could think of to alleviate the problem. The city has had an un-
usual amount of rainfall which has caused flooding all over town
and not just in the area where Mrs. Sweetman lives. The problem
was generally discussed by council. There are future plans to open
a crossing at Willow and 5th Street which should further help with
the flooding along 5th Street.
Motion was made by Benny Bridges to approve the 1981
CDBG Performance Assessment Report. Wendell Thomas
gave the second. Voted Unan.
6. Motion was made by Wendell Thomas for Governmental Service
Agency to submit the 1982 CDBG Application. Danny Spindle
gave the second. Voted unan.
7. The work done by F & J Contracting has been completed on
the HUD Water Line Project. Council received a letter
from Hunter Associates recommending that the City of Sanger
accept the improvements, make the final payment to the
Contractor and incorporate the improvements into the City
water system.
Motion was made by Wendell Thomas that the City accept the
Water System Improvements contracted by F & J Contracting
Inc. Benny Bridges gave the second. Voted unan.
8. Mayor Cole declared the public hearing open on the proposed
use of Revenue Sharing Funds for FY 1982-83. Lloyd Henderson
explained what the revenue sharing funds had been used for
in the past years. No one from the audience spoke with
regards to the proposed use of these funds. Bridges recommended
the city consider a pneumatic roller for help with our street repair
and patching. Discussion. Mayor Cole declared the public
hearing closed.
9. Other such matters:
(a.) Lloyd explained to council that Ken Cornell
had requested a building permit on a lot in
Block 74 of the Original Town Survey, which he
turned down. The people in the subdivision have
threatened the city with a lawsuit because of
sewer problems and Lloyd requested council
to make the decision about the permit since it
would be adding another house onto the sewer line.
Ken Cornell was asked to speak. He stated the main
line coming into the area was an 8" and it dumps
into 2nd Street. Before Harold Easley purchased
the property he put in the contract that he would
not buy unless the property would sewer. In the
meantime the city engineers said if a section of
ad Street was repaired it would alleviate the pro-
blem. Joe Amyx did the work on 2nd Street. The
engineers said it would flow from that point. Harold
then bought the property. He went to Ballard
and all that was required was a 6" line. Easley
felt it would be better with a 8" line and the
city engineers staked it for Easley. There is no
problem with the sewer line except when it rains.
It is an infiltration problem. When its dry no one
hollers. When it rains everybody hollers. Its not
a matter of placing blame, its just the problem has
not been solved.
Mayor Cole - We realize there is a problem. There
are problems all over town. The City had the infiltration
study when we had our federal program. What
we were trying to do was correct any problems
the city had. The funding stopped and there is
no money available to continue the sewer project.
Cornell - I read the letter from the lady (Mrs.
Andrews) and from the attorney. I would suggest
a flapper valve to be placed at the street to keep
water from backing up into the line until the problem
oI infiltration is solved. Once its installed it is
supposed to keep water out of the line.
Mayor Cole - I think we ought to do anything to all-
eviate the problem, but if that thing sticks we've
got a problem. Discussion.
Council agreed if Cornell would put a 1-way
valve on the main line and get it approved by the
engineer they would approve the permit. It was
agreed.
Lloyd was asked to check with the city attorney
to see how the city could force the property
owners to close up holes in private sewer lines
since 82 places were discovered when the infiltration
study was done. This should help with in-
filtration. Lloyd stated that he and Billy Barclay
had trouble reading the report to find the troubled
spots which the city could repair.
(b.) Benny Bridges requested information on the garbage
bags. The city received a bad shipment and they
are to be exchanged.
(c.) A budget workshop was scheduled for Monday, July
12th at 6:00 P.M.
(d.) Council questioned Sidney about police coverage
of the City on Monday's? The S.O. is on call on
Monday's.
(e.) Lloyd advised council that the trial brief on the
landfill case was available. The hearing
in Austin is scheduled for July 16, at 2*00 P. M.
(f.) A copy of the water well specifications• and plat
of where the well will be located is available.
