WHEREAS the economic vitality of a City is dependent upon
a strong and growing tax base; and
WHEREAS planned growth is widely recognized as beneficial both
economically and socially; and
WHEREAS current annexation laws create an atmosphere of
unequal taxation where Cities artificially support fringe
areas outside the City; and
WHEREAS the power to unilaterally annex has been shown to be a
significant contributing factor in the economic health and
stability of home rule Cities in Texas; and
WHEREAS the inability of General Law Cities to annex has
limited the growth of the tax base in numerous Cities, has
hampered efforts at planned growth, and in general has
contributed to stagnation, decay and detrimental development
patterns in many smaller Cities throughout the State; and
WHEREAS
and long
the power to unilaterally annex would provide significant
term benefits to the citizens of Sanger. Texas.
