MEETING MINUTES
NOVEMBER 11, 2024, 6:00 PM
PLANNING & ZONING COMMISSION REGULAR MEETING
HISTORIC CHURCH BUILDING - 403 N 7TH STREET, SANGER, TEXAS
CALL THE REGULAR MEETING TO ORDER AND ESTABLISH A QUORUM
There being a quorum Commissioner Miller called the Planning and Zoning meeting to order at
7:00 P.M
BOARD MEMBERS PRESENT:
Commissioner, Place 1 Shane Stone
Commissioner, Place 3 Jackie Turner
Commissioner, Place 4 Timothy Skaggs
Commissioner, Place 5 Jacob Gastelum
Commissioner, Place 6 Jason Miller
Commissioner, Place 7 Lisa Freeman
BOARD MEMBERS ABSENT:
Commissioner, Place 2 Kristin Edwards
STAFF MEMBERS PRESENT:
Director of Development Services Ramie Hammonds, Planning Technician Stefani Dodson, and
Secretary Shelley Warner
INVOCATION AND PLEDGE
Pledge was led by Commissioner Turner.

CONSENT AGENDA
1. Consideration and possible action of the minutes from September 9, 2024 meeting.
2. Consideration and possible action of the minutes from October 28, 2024 meeting.
Commissioner Miller makes a motion to approve the consent agenda.
Commissioner Gastelum seconded the motion.
Voting Yea: Commissioner Stone, Commissioner Turner, Commissioner Freeman and
Commissioner Skaggs. The motion passes unanimously.
PUBLIC HEARING ITEMS
3. Conduct a public hearing on an amendment to Ordinance No. 05-06-18 to amend the
setbacks on the 60-foot lots, land described A0029A R. BEEBE, TR 58 & 59, 22.85
ACRES, OLD DCAD SHT 2, TR 6, A0029A R. BEEBE, TR 57, 14.16 ACRES, OLD DCAD
SHT 2, TR 5, within the City of Sanger, and generally located North of McReynolds Road
and East of Indian Lane.
Commissioner Miller read the Public Hearing item at 7:01 P.M.
Planning Technician Stefani Dodson presented the item. 55 notices were mailed
with 0 responses returned. Director Hammonds made additional comments.
The applicant was present.
Commissioner Miller closed the Public Hearing item at 7:04 P.M.
ACTION ITEMS
4. Consideration and possible action on an amendment to Ordinance No. 05-06-18 to

22.85 ACRES, OLD DCAD SHT 2, TR 6, A0029A R. BEEBE, TR 57, 14.16 ACRES, OLD 1
DCAD SHT 2, TR 5, within the City of Sanger, and generally located North of
McReynolds Road and East of Indian Lane.
Commissioner Miller read the Action item at 7:04 P.M.
Planning Technician Stefani Dodson presented the item. Director Hammonds
responded with additional points. Staff recommends approval.
Commissioner Turner, Commissioner Skaggs and Commissioner Miller asked
questions.

The applicant, Casey McGinnis was present to respond to questions.
Commissioner Miller makes a motion to approve the amendment to Ordinance
No. 05-06-18 to reduce the setbacks on the 60-foot lots to Front – 20 feet, Back
– 15 foot, Side yard – 5, Corner lot side yard – 15 foot. Commissioner Stone
seconded the motion.
Voting Yea: Commissioner Turner, Commissioner Gastelum, Commissioner
Freeman, and Commissioner Skaggs.
Voting Nay: Commissioner Skaggs
The motion passes with a 5-1 vote.
Commissioner Miller closed the Action item at 7:14 P.M.
5. Consideration and possible action on electing officers for the Planning and Zoning
Board.
Commissioner Miller read the Action item at 7:15 P.M.
Commissioner Stone nominated Commissioner Miller to be appointed as Chair.
Commissioner Gastelum seconded the motion.
Voting Yea: Commissioner Turner, Commissioner Stone, Commissioner Freeman,
and Commissioner Skaggs. The motion passes unanimously.
Commissioner Miller nominated Commissioner Stone to be appointed as Vice
Chair. Commissioner Gastelum seconded the motion.
Voting Yea: Commissioner Turner, Commissioner Stone, Commissioner Freeman,
and Commissioner Skaggs. The motion passes unanimously.
Commissioner Miller closed the Action item at 7:17 P.M.

Director Hammonds requested that all board members respond to emails received from
staff.
