This is an opportunity for citizens to address the Board on any matter. Comments related to

presented. Citizens who wish to address the Board with regard to matters on the agenda will
be received at the time the item is considered. The Board is not allowed to converse, deliberate
or take action on any matter presented during citizen input.

SUMMARY:
General News
City Council approved our new hours on October 7, 2024, effective October 14, 2024. They are as
follows. We have had positive comments about our new hours from patrons, but traffic has been
a little slow in the last hour on Tuesdays and Thursday due to some issues updating our hours on
our voicemail and phone system.
Library Hours

Friday 9:30 AM – 5:00 PM

We moved two part-time staff members, Theresa Hammond and Sarah Phelps to full time roles.
Theresa is our new Programming and Data Support Specialist, and Sarah has been promoted to
full-time library assistant.
To make room for additional full time staff, minor construction was completed on my office. This
small renovation moved the adjoining staff doorway to the middle and a pocket door was installed
allowing the use of valuable space in the corner.
Excel High School Diploma Program – We have our first student enrolled. The candidate has been
working through the pre-requisite process. I recently completed an interview and they will be
continuing to the next level. We hope they are able to complete the coursework within the 30
days.
August 2024
The library wrapped up a highly successful summer reading program, providing staff an
opportunity to pause youth programming and focus on next year’s plans. In August, staff
completed a full inventory of over 18,000 items, using the opportunity to rearrange and organize

the library space to be more welcoming and efficient. New display areas were added to highlight
recently acquired books.
During the monthly Sanger Studio Saturday event, participants created beautiful mini journals
using old envelopes, scrapbook paper, and other mixed media. This artsy group meets on the
second Saturday of each month.
August also saw the debut of the library’s first puzzle race, which brought together families and
friends for a spirited competition. Ten teams, comprising over 40 participants, tackled identical
500-piece puzzles under a two-hour timer. Team Puzzle People claimed victory, leaving fewer
than 25 pieces incomplete. The event was a hit, with plans for it to become a regular feature,
complete with pizza and friendly rivalry.
The adult book club explored Sally Rooney’s Normal People, a poignant tale of friendship and
love that resonates deeply. The club continues to welcome new members, gathering on the third
Tuesday of each month at 6:30 PM.
The library celebrated a significant milestone by receiving a 2024 Texas Book Festival Grant.
These funds will enhance the collection to better meet the needs of the Spanish -speaking
community.
Monthly Statistics: The library recorded 2,653 physical checkouts, 513 digital checkouts, 69
new cardholders (totaling 3,548), 2,073 visits, and answered 139 combined reference and
computer-related questions.
September 2024
In celebration of Library Card Sign-Up Month, the library encouraged sign-ups and renewals
with a raffle for a gift card, won by Kellin McDermand. To better serve the homeschool
community, the library expanded program times, including a DIY Play-Doh and Lego session
for young learners.
Programs for preschoolers continued to thrive, such as the Music and Movement session,
engaging 14 adults and 11 children through rhythm-based play. A special Teddy Bear Picnic for
National Teddy Bear Day brought 17 participants together for stories, snacks, and fun.
Teens enjoyed activities like an Uno challenge with four card decks and a brand-name versus
store-brand taste test, surprising many with the quality of store brands. Meanwhile, adults
embraced creativity in a watercolor painting workshop led by staff, and families gathered for a
well-attended friendship bracelet-making event.
The book club tackled R.F. Kuang’s Yellowface, sparking discussions on identity and cultural
appropriation. In the art-centric Sanger Studio Saturday, participants experimented with
alcohol inks, creating unique bookmarks.

Monthly Statistics: The library noted 2,869 physical checkouts, 619 digital checkouts, 61 new
cardholders (totaling 3,559), 2,695 visits, and 196 combined reference and computer-related
queries.
October 2024
October brought new library hours to better accommodate patrons, while the month’s activities
catered to a variety of interests. A highlight was the collaboration with the Sanger Police
Department for a Traffic Stop 101 session during National Night Out, offering practical advice
for drivers.
For teens, a video game night proved popular, featuring retro and modern consoles. Young
builders excelled during Lego Club, and the Kids Can Cook series delighted families with
spooky pudding dirt cups.
October also saw the annual pumpkin decorating contest, with creative entries inspired by
beloved characters. Kenzie Green’s Winnie the Pooh-themed pumpkin earned her the top prize.
The first-ever Harry Potter Week featured a Sorting Ceremony, scavenger hunt, Bowtruckle
crafts, and a wand-making workshop, culminating in a week of magical fun.
In the arts, Sanger Studio Saturday embraced paint pouring, while adults learned to marble-
dye fabrics. The month ended on a spooky note with a Zombie Leftovers teen hangout, where
participants crafted eerie-themed snacks.
Monthly Statistics: The library saw 2,813 physical checkouts, 651 digital checkouts, 37 new and
27 reactivated cards (totaling 3,560), 3,670 visits, and 172 combined reference and computer-
related questions.

Discussion ensued regarding the increase in program attendance and Summer Reading

3. Librarian Klenke updated the Board on our previous action item related to updating the
library’s business hours. It was decided this item would be tabled until the Library
receives more patron feedback and the staff have more information about the
upcoming budget and possible staffing changes.
4. Librarian Klenke proposed possible changes to the format of the Librarian’s Report. No
motion was taken. The Board leaves the report format to Librarian Klenke’s discretion.
5. Discussion ensued regarding updating the Sanger Public Library Policy for Unattended
Children.
Board member Kaufman motioned to approve the updates with the addition of repeat
offender text.
Board member Wood seconded the motion.

AGENDA ITEM: Discussion and possible action on adopting a revised library behavior policy.
SUMMARY:
To coincide with the Unattended Children’s Policy changes that were proposed and approved by
City Council, staff revisited the existing library behavior policy. Changes were made to improve the
clarity and added additional criteria to the policy.
Upon board approval, staff will verify the legal status of the policy with the City Attorney and make
the necessary adjustments if needed.

LIBRARY BEHAVIOR POLICY
We ask that you follow our guidelines to make the library a place that
everyone can enjoy. Thank you for your cooperation.
Refrain from engaging in actions that could result in damage to the facility.
Please notify authorities, staff, or police if you witness someone vandalizing or otherwise
damaging the property.
Physical assault and verbal abuse, including the use of insulting or threatening language
to patrons or staff, will be cause for removal of offending party or parties, and could
result in legal action.
Public intoxication or acting under the influence of drugs is prohibited.
Other illegal actions subject to prosecution under penal laws of the state of Texas are
expressly forbidden.
Loitering and sleeping are not permitted on library property.
Smoking is prohibited inside the building and within twenty feet of the entrance.
Weapons, offensive clothing, bare feet, running, and loud/disruptive behavior are not
permitted.
Eating and drinking beverages other than water in a closed container are not permitted
inside the library.
Service dogs are admitted, but other animals are to remain outside the building.
Library personnel are not responsible for unattended children and will not provide baby-
sitting service.
Authorities may be notified if children are left unaccompanied for lengthy periods
and/or on repeated occasions.
Police will be called to escort unattended children or other individuals unable to arrange
for transportation when the library closes. They will be taken to the police station.
Only employees, volunteers, or other authorized persons are permitted in library work
areas.
Violation of any rule in this policy may result in exclusion from the
building and loss of borrowing and computer privileges.

Sanger Public Library
Behavior Policy
General:
To facilitate the library’s mission, library patrons are expected to demonstrate respect for public
property, library staff and the rights of other patrons through adherence to the following guidelines.
1. Patrons are expected to obey city, state, and federal laws and ordinances. Persons observed
violating said laws will be reported to the proper authorities.
2. Children must abide by the same rules of behavior that apply to all patrons. Children persisting
in disruptive behavior will be asked to leave the library and library privileges may be
suspended or revoked.
3. Children under the age of ten and children with special needs must follow the guidelines
outlined in the unattended children’s policy. (see policy)
4. In the event that a child is left at library closing, staff will assess the situation. Staff may contact
the police.
5. Responsible behavior is expected. Patrons are expected to respect the personal space and
boundaries of others by maintaining an appropriate distance and refraining from any intrusive
or unwelcome behavior. Patron behavior that disrupts normal library activities is prohibited.
Such behaviors include, but are not limited to:
a. Excessive and continued noise.
b. Running, jumping, climbing, etc. on library property.
c. Engaging in loud, noisy, profane, obscene, or abusive speech, gestures, and/or
conduct.
d. Playing music or other media without headphones or at a level with headphones that is
disruptive to others.
e. Leaving or not attending to any disruptive child. Disruptive behavior includes but is not
limited to running, screaming, or crying. Caregivers may be asked to soothe or settle a
disruptive child outside of the library premises.
f. Pushing, shoving, throwing objects, fighting, yelling.
g. Physical, verbal, mental or emotional abuse/harassment/assault. Blocking or following
staff or other library users of a staff member or member of the public.
h. Possession or consumption of alcohol, or illegal drugs.
i. Intoxication.
j. Smoking/vaping is prohibited inside the building and within twenty feet of the entrance.

k. Deliberate damage to library materials, property of facilities.
l. Weapons, offensive clothing, bare feet, failure to wear appropriate attire, including, shirt
and shoes at all times.
m. Sleeping is prohibited for safety reasons. Staff will wake people who are found sleeping
to ensure they are not experiencing a medical emergency and so they can secure their
belongings.
n. Shaving, laundering, bathing in restrooms or any other purpose other than for which
they are intended is prohibited.
o. Pervasive odors, disruptive to library use, are prohibited.
p. Theft.
q. Voyeurism, peeping, sexual activity.
r. Any other activity which interferes with another person’s right to use the library or with
the library staff’s performance of their duties.
6. The library reserves the right to temporarily prohibit any food or drink, at the discretion of the
library director.
a. Beverages in lidded containers are permitted in the library.
b. Snack foods, are permitted. Patrons are responsible for throwing away all trash and
maintaining a clean area.
c. Messy foods, meals, foods with a strong odor are not permitted.
7. Only service animals recognized by the Americans with Disabilities act are permitted. Animals
must be under the control of the handler at all times. The library may include animals in library
programs.
8. Only staff, volunteers, or other authorized persons are permitted in library work areas.
9. Failure to abide by City of Sanger and Library guidelines of the library staff’s instruction may
result in expulsion from the Library or loss of library privileges. The Library Director is
authorized to revoke or limit library privileges, issue criminal trespass warnings or pursue
criminal prosecution.

AGENDA ITEM: Discussion and possible action on updating the library’s circulation policies
SUMMARY:
To remain consistent with our hot spot policy, we would like to update our requirements for
Launchpad checkouts, from a card in good standing for 6 months, to 3 months.
We have seen a steady decline in the circulation of DVDs and Blurays. We are proposing increasing
the limits for an adult card from 6 DVDs to 8 DVDs and from one season checkout at a time to 2
seasons at a time. Children’s cards will increase from 2 DVDs to 3 DVDs at checkout.

Item 5.
CIRCULATION POLICY
The Sanger Public Library will provide the widest feasible circulation of materials.
Free access to circulating materials, prompt notice of overdue materials, and
respect for personal privacy are all important in this effort. The Library will
expand materials available to the public by participating in Interlibrary Loan
service.
REGISTRATION
Eligibility
All people of any age who can write both a first and last name are eligible to
check out books. There are no restrictions regarding residence, other than to
provide proof of their temporary address and a permanent mailing address.
In most cases, materials will not be checked out to patrons who have long
overdue materials or who have outstanding fines totaling over $5.00. If fines are
not paid, suspension of library privileges will remain in effect until the library card
expires. If materials are overdue, the suspension remains in effect until the
material is returned or paid for.
Application (Registration procedure revised, 10/13):
• Library staff will register and issue library cards to new patrons when they
come into the library with valid identification and proof of residence.
• If the registration cannot be completed immediately or while the applicant
waits, the process will be completed and the card will be available for pick
up, usually by the next business day. As in the past (when new cards were
mailed), the applicant will still be able to check out two books on the same
day that he/she applies for a card.
• Adult applicants must show a valid photo ID and proof of current
address. A Texas driver’s license showing the applicant’s current address
serves as both photo ID and proof of address. If the photo ID does not

have applicant’s current address, he/she needs to bring proof of address
in addition to the photo ID. Accepted documents include: a lease
agreement, utility bill, car insurance, property tax statement, or mail
addressed to the individual that has been processed and delivered to the
residence by the US Postal Service.
• A parent or guardian must sign the application form of a child under 14.
For minors 14 and up, a parental signature is only necessary for video
checkout. Parents or guardians of minors 15-17 may opt out of Internet
use.
• At least one parent of a minor under the age of 14 should also have a
Sanger library card at the time of his/her application.
• All cards will expire after three years.

LOAN POLICIES
Loan Periods
Loan periods and overdue fines are as set by the Sanger Public Library Board.
The maximum fine that may be charged is one-half the value of the book.
Circulation Limits
A limit of 15 books and 6 DVDs may be checked out on adult cards. Television
series on DVD are limited to one season (or set) at a time. The limit for children
is 10 books and 2 DVDs. Considering the relatively small size of our collection,
we encourage families to consolidate the materials they wish to check out and
put most of the items on one card if possible.
Forgotten Cards
Materials may be checked out to those who have forgotten their library card,
asking a verification question if need be.

Special Loans
The Librarian may establish the loan period and limit the number of materials in a
special collection. (For example, materials in temporary great demand for
student projects.)
Patrons may be granted extended loan periods for a special need or to cover
times when they will be out of town. The librarian will determine which books
qualify for an extended loan.
Reference materials do not circulate without special permission from the
librarian. If permission is given, books are checked out overnight.
Renewals
All materials may be renewed for the original loan period twice if no others are
waiting for them.

OVERDUE MATERIALS
Notices
Patrons will be notified of overdue materials promptly, either by phone or mail.
Lost Materials
Patrons who lose materials will reimburse the library the price paid for the item, in
addition to a processing fee. If this information is not available, a predetermined
average cost will be charged.
The library will accept replacement of lost or damaged library materials.

Claims Returned
When a patron claims to have returned the material which is recorded as
checked out to him, the patron will be given the benefit of the doubt, unless the
patron is a chronic offender.
INTERLIBRARY BORROWING
Users
All Sanger Public Library cardholders with a responsible check-out history may
request interlibrary loans.
Loan Period
Materials will be checked out for the Sanger Library’s standard loan period
unless the lending library designates a shorter period. Renewals will be made
within the limits of the lending library's due date.

Fees
The patron will pay the postage cost to return the item to the lending library. If a
lending library requires a fee to be paid, the patron will agree to the fee before
the item is ordered.
Lost materials and Overdue charges
The patron will pay any charges for lost or damaged materials, as well as
overdue charges, both to Sanger Public Library and also to the lending library, if
they assess a charge.

Item 5.
INTERLIBRARY LENDING
Users
The Sanger Public Library will loan materials to public and academic
libraries in the United States and Canada. All individuals must initiate a request
for Sanger materials through a library.
To submit a request
Requests must be submitted by the borrowing library directly to Sanger by
mail, fax or phone.
Materials and restrictions
Books, videos and other materials will be loaned if they have been in the
circulating collection for at least six months. Sanger reserves the right to refuse
to lend materials or to ask the borrowing library to restrict use of materials lent.
Microfilm, for instance, may only be used inside the borrowing library, not
checked out for use elsewhere. Microfilm of the Sanger Courier is the only item
that will be loaned from the reference collection. Sanger will make limited free
copies (up to 10 pages) of rare historical materials that will not be loaned. If
more than 10 pages are requested, a fee will be charged.

Loan period and limits
Items will be checked out for six weeks. If an item is not on reserve to
another patron, one renewal of an additional two weeks will be granted. No more
than two items at a time will be loaned to an individual.
Lost materials and Overdue charges
The borrowing library will pay the replacement cost for lost items.
Overdue charges will not be assessed.
PATRON CONFIDENTIALITY

Item 5.
Library users will be free to use library materials and services without fear of
intrusion, intimidation or reprisal by government, community, or other individuals.
All records relating to patron registration and circulation are considered to be
confidential. Such records shall be disclosed only if:
1) The library determines that disclosure is reasonably necessary to the
operation of the library and the records are not confidential under other
laws;
2) The records are released to the patron himself, or to his parents if he is
a minor, or the patron has given permission, in writing, for the information
to be released;
3) The records are required under a valid court order or subpoena under
the law.
This library policy is pursuant to Vernon’s Annotated Civil Statutes,
Article 6252-17a, the Texas Open Records Act.
TEXSHARE POLICY
The Texshare card is a service we offer to responsible Sanger Public Library
patrons so that they can borrow materials from libraries they would not ordinarily
be able to use. In turn, the Sanger Public Library lends materials to responsible
patrons recommended by having the Texshare card from another library.

Issuing a Texshare card:
According to the state policies of the Texshare program, the Sanger Public
Library is responsible for materials checked out of other libraries by Sanger
Public Library patrons who are issued a Texshare card.
In order to be issued a Texshare card, a patron must have had a card at the

Sanger Public Library for at least six months. The patron must have a checkout
history clear of long term or chronic overdues. The patron may not have
outstanding fines.
Texshare cards will be issued to adults and to juveniles under 18 with a parent’s
signature.
Texshare cards expire after one year.
Patron use of the Texshare card:
The Sanger Public Library has no control over the policies of the lending libraries.
Patrons may be required to apply for a library card at the lending library at the
time they present their Texshare card.
Texshare cardholders who have overdues at other Texshare libraries will have
their Sanger Public Library privileges suspended as well.
If the Sanger Public Library pays for lost items, the patron’s library card will be
suspended until the library is reimbursed for the amount paid to the lending
library.
Honoring a Texshare card:
According to the state policies of the Texshare program, the issuing library is
responsible for Sanger Public Library materials checked out by Texshare
cardholders.

A patron who presents a Texshare card must fill out a library card
application and show picture ID. At the first checkout, the patron is limited to two
items. Library cards issued to Texshare cardholders will expire after one year.
Loan limits, noncirculating collections, checkout time periods, library open hours,
renewals, return methods, overdue notification and fines will be the same as for
regular library card holders.
If an item is not returned after six months, it will be considered lost. At that
point the cardholder and the issuing library will be notified and billed the list price
of the item.

Launchpad Checkout Policy
Launchpads may be used in the library by all patrons/cardholders, but checkout for use outside
the library is limited to patrons 18 and over who meet the following requirements:
1) Have had a Sanger (or other NTLC library) card for a minimum of 6 months
2) Their library account must be clear of fines and not have a history of items 30 days or
more overdue, or of lost materials. If fines are paid in full and an account remains in
good standing for a month, the patron will then be eligible to check out one Launchpad.
3) Agree to and sign the Statement of Responsibility form.
The Launchpads will have a checkout period of two weeks with one renewal and a limit of two
per household. Overdue fines will be assessed at $1.00/day. If the item is not returned within a
week of its due date, the patron will not be permitted to check out Launchpads for 6 months.
Launchpads are to be returned to the circulation desk of the library and not in the book drop.
If the item is returned damaged and rendered unusable, the patron will be charged the
replacement cost, which may include a discount passed down from the manufacturer . If the
item is lost, the full replacement cost will be charged. Similarly, if accessories such as the AC
adapter, USB cord, or case are damaged or lost, the patron will be charged the replacement
cost.
