M. 502 Elm Street, Sanger, Texas COUNCIL MEMBERS PRESENT: Mayor Thomas Muir, Councilman Bill Boutwell, Councilman David Clark, Councilman Allen Chick, Councilman Gary Bilyeu COUNCIL MEMBERS ABSENT: Councilman Lee Allison The Mayor and Four (4) Council Members Were Present Constituting a Quorum. STAFF MEMBERS PRESENT: Alina Ciocan, Acting City Manager, Audrey Tolle, Library Director, Cheryl Price City Secretary 1. Call Meeting to Order, Invocation, Pledge of Allegiance. The Regular City Council Meeting was called to order by Mayor Muir on Monday, January 16, 2018 at 7:00 P.M.. The Invocation was given by Mayor Muir, and The Pledge of Allegiance was led by Councilman Chick. 2. Citizens Input: (Citizens are allowed 3 minutes to speak. The City Council is unable to respond or to discuss any issues brought up during this section). There were no citizens who wished to speak. 3. CONSENT AGENDA: a) Approval of Minutes: 1. City Council Regular Meeting, January 2, 2018 b) Disbursements A Motion was made by Councilman Bilyeu to approve the Consent Agenda as presented, The motion was seconded by Councilman Boutwell. Motion carried unanimously with a 4-0 vote (Councilman Allison Absent). 4. Consider any Items Removed from Consent Agenda. None. 5. Consider, Discuss and Possibly Act on Ordinance #01 -01-18 – Amending Chapter 9 of the Code of Ordinances, Article 9.400, Section 9.401, “Creation and Appointment of Board”, Section 9.403, “Selection of Officers”, Section 9.404, “Powers and Duties of Library Board”, Section 9.405, “Library Rules and Regulations”, Section 9.407, “Return of Borrowed Materials; Fine”, and Section 9.408, “De-facing of Library Materials; Fine”. Providing for Repeal of All Ordinances in Conflict, Penalty, Severability Clause and an Effective Date. Audrey Tolle, the Library Director summarized the amendments to the Ordinance related to the Library, Article 9.400 Library. She summarized the following changes: • Sec. 9.401, “Creation and Appointment of Board,” to be updated to reflect the correct number of library board members. • Sec. 9.403, “Selection of Officers,” to be changed to the correct officers and number of board members. • Sec. 9.404, “Powers and Duties of Library Board,” to be revised to accurately describe the role of the board, and the source of patrons’ contact information. • Sec. 9.405, “Library Rules and Regulations,” to be changed to more accurately describe the staff members responsible for enforcing library policies and the types of materials. • Sec. 9.407, “Return of Borrowed Materials; Fine,” to be amended to clarify types of patrons held liable, explaining procedures for long overdue materials, and limiting the types of library materials for which overdue fines will be collected to electronic devices. • Sec. 9.408, “Defacing of Library Materials; Fine,” to be amended to clarify the types of patrons, as in Sec. 9.407, and types of materials for which they will be responsible. Councilman Bilyeu noted concern regarding the deletion of the overdue library fines for books. Library Director Tolle noted that there has been a lot of discussion regarding this and many of the cities are doing this because it actually encourages people to return books. She provided a handout from The Colony that pointed out the reasoning behind discontinuing fines and also noted that it takes quite a bit of staff time writing receipts and issuing notices. It was suggested, that if the ordinance is passed, to re-visit statistics in 6 months to see the results of no longer charging fines for overdue books. It was requested that the Library provide statistics to the Council periodically. A motion was made by Councilman Bilyeu to approve Ordinance #01-01-18, as proposed. The motion was seconded by Councilman Boutwell. Motion carried unanimously with a 4-0 vote (Councilman Allision absent). 6. INFORMATION ITEMS: a) All American Dogs Report b) Atmos Energy GCR – Rate Filings under Docket No. 10170 for October, November, and December. No discussion on information items. 7. ADJOURN. 8.
