RESOLUTION OF THE CITY OF SANGER, TEXAS, IN SUPPORT
OF MINORITY/WOMEN OWNED BUSINESS ENTERPRISE
(M/WBE) PARTICIPATION IN THE TEXAS HOME
INVESTMENT PARTNERSHIP PROGRAM BY ESTABLISHING
AN M/WBE PARTICIPATION GOAL; DESIGNATING AN
EQUAL OPPORTUNITY STANDARDS OFFICER;
ESTABLISHING OUTREACH AND REFERRAL SOURCES;
MAINTAINING A LIST OF M/WBE CONTRACTORS AND
SUPPLIERS AND MAINTAINING RECORDS AND STATISTICAL
DATA ON M/WBE PARTICIPATION.
NOW, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANGER,
TEXAS:
Section I. Support and Commitment of M/WBE Participation
The City states its support and commitment to include Minority/Women Owned Business
Enterprise (M/WBE) participation in contracts funded through the Texas Home
Investment Partnership (HOME) Program grant from the Texas Department of Housing
and Community Affairs (TDHCA). The City will promote the M/WBE participation in
all Home Program contracts, to the maximum extent possible, with a goal of ten percent
(10%) M/WBE participation.
Section II. Designation of an Equal Opportunity Standards Officer
The City Administrator will serve as the Equal Opportunity Standards Officer for the City
of Sanger with oversight responsibilities for the M/WBE outreach program.
Section III. Identification of M/WBE Companies
The City will attempt to identify eligible M/WBE concerns for the HOME Program
assisted contracts through: local advertising media; posting of public notices; lists
available from the Texas Department of Commerce; Minority Business Development
Centers (MBDCs) and other appropriate referral sources.
Section IV. Notification of M/WBE Companies
The City will maintain a list of eligible M/WBE contractors and suppliers for utilization
in HOME funded contracts and procurement and will insure that all appropriate M/WBE
concerns on the City's list are notified of pending contractual opportunities.

Section V. Documentation and Records
The City will maintain records and statistical data on M/WBE participation in the HOME
Program and submit a Minority Business Enterprise Report to TDHCA upon the
completion of each project.

Contract. The Equal Opportunity Standards Officer will be responsible for assuring
compliance with all requirements, under Chapter 13 of the HOME Program
Implementation Manual,
