10-92-Resolution-Supporting an Action Plan enhancing the Automobile Inspection and Maintenance-09/21/1992CITY OF SANDER, TEXAS RESOLUTION #R10-92 A Resolution of the City Council of the City of Sanger, Denton County, Texas, Supporting the North Central Texas Council of Government's Decentralized Vehicle Inspection and Maintenance Program. 'WHEREAS, the Dallas-Ftn North ozone non -attainment area consists of Denton, Dallas, Tarrant and Collin Counties, and, WHEREAS, Denton County must implement a "basic" automobile inspection and maintenance program by 1994 to comply with Clean Air Act requirements; and, WHEREAS, the lack of enforcement of existf ng "basic" inspection and maintenance programs by the State of Texas results in a compliance rate of 65%; and, 1 V%iEREAS, options proposed by the Texas Air Control Board, while having merit, do not include a commitment to enhance the current program for greater effectiveness; and, WHEREAS, the Dallas -Ft. Worth ozone none -attainment area is not required at this time to implement the other, more stringent options recommended by the Texas Air Control Board; and, WHEREAS, the City of Sanger believes that the majority of air quality problems in Denton County are a result of wind dfrectidn rather than the volume of traffic in Sanger; and, WHEREAS, it has not been scientifically proven that any attainable percentage of reduction in Denton County and specifically Sanger, would have any affect on the overall rating of the four county areas; - 1_ #Rld-92, NCTCOG Naw, Therefore, Be It Resolved By the City Council of the City of Sanger, Denton County, Texas That: 1). The City of Sanger adopts the Consensus Position developed by the Air quality Advisory Committee of N.C.'T'.C.O.G. 2). The North Central Texas Council of Governments should actively pursue an action plan to enhance the inspection and maintenance program in the Dallas -Ft. Worth metroplex. 3).
